breaking news tonight state of emergency tropical storm is barreling up the coast of florida heavy rains strong surf and fears of flooding there of course is going to be impacts so folks need to be prepared for that the deadly storm ripped through puerto rico and the bahamas today florida now battling the storm and the pandemic is predicted to strengthen into a hurricane again tonight then scrape up the entire east coast outbreak at summer camp hundreds test positive in one of the biggest outbreaks yet at a summer camp as a student is diagnosed with covid on the first day of school in indiana what it means for kids going back into the classroom tick tock under fire the president says he's going to ban the popular social media site the head of tick tock u.s speaks out history in the air the first black female navy fighter pilot gets her wings and the new frontline heroes the dogs who may be the key to stopping the pandemic this is nbc nightly news with jose diaz-balart good evening we begin with breaking news states of emergency more than 70 million people are in the path of a deadly tropical storm isaias it ripped across the caribbean as a hurricane today killing at least two people before losing some steam late this afternoon forecasters predict it will re-strengthen into a hurricane tonight as it comes dangerously close to florida is double trouble for the state already reeling from a massive covet outbreak let's get right to sam brock on florida's east coast in deerfield beach sam jose good evening and the conditions right now already changing the wind is picking up the surf behind me is rising as officials right now are warning residents to have at least seven days of food supplies and medicine as we have already seen the kind of damage is can do hurricane isaiah's cut its way across the caribbean slamming the already battered bahamas still recovering from dorian snapping palm trees and serving up five foot storm surge windows boarded up on grand bahama island as the flood gates opened in puerto rico prompting water rescues young children carried in the arms of national guardsmen and elderly residents removed from harm's way hundreds of thousands with no electricity or water and a woman still missing after her car was swept off a bridge in the dominican republic flooding and fatalities two people killed including a five-year-old boy as residents sought refuge from the rising waters on their roofs downgraded to a tropical storm but expected to re-strengthen to a hurricane when it lashes florida overnight even if the eye of the storm stays off the coast there of course is going to be impacts when you're talking about hurricane or tropical forms storm force winds in miami beach palm trees shook from isaiah's outer bands as farther north hurricane warnings from palm beach county to florida's space coast what would trigger alarm for you when it comes to a hurricane if the uh the cat was much higher if it was like cat two cat three cat four i'll be more cautious this broward county beach earlier filled with people as the state deals with storms and a pandemic everybody has to put their thinking caps on and think outside the box you really have to make a plan from shelter spacing to proper ppe those crafting emergency response policy are facing a new test palm beach county has a half dozen shelters going up volusia county also anticipating evacuations everybody will make sure we have masks hand sanitizer everybody get their individual hand sanitizer and then of course social distancing everybody will get 60 square feet hospitals in south florida boarding up their windows as they continue treating covet patients and outdoor testing sites are closed with the hurricane approaching at a time the state can ill afford to do so sam even if this storm doesn't make landfall what kind of dangers are floridians facing that's a great question jose even if the hurricane does not make landfall it is still capable of dishing out hurricane-force gusts and in this case the storm is projected to be about 15 to 20 miles off the coast easily close enough jose to knock down power lines and wreak havoc jose san brock in deerfield beach florida thank you this now tropical storm is expected to gain strength once again possibly becoming a hurricane again tonight nbc meteorologist janessa webb it's tracking its path janessa jose even though isa is has lost its force a little bit it's going to go into a warm body of water the latest track returns back into a cat one hurricane around west palm beach all the way into fort pierce even for daytona beach we're still going to see the impacts of highest serve also the gusty conditions it races across the carolinas where we could see a landfall for tuesday and it will continue its journey from new york to boston causing gusty winds also high surf and a lot of rain jose janessa webb thank you very much turning now to the covid crisis july was the deadliest month yet in our country and now a new nightmare for families after a huge outbreak at a kids summer camp with more on that here's blaine alexander tonight startling new numbers from the cdc a report showing hundreds of children testing positive for covid after attending a georgia summer camp of the nearly 600 people present 344 were tested for covid with 260 testing positive the vast majority children things are going to be a little bit different in a video posted to youtube in early june counselors demonstrated safety steps as they prepared to welcome campers that video was posted june 11th less than three weeks later the camp was shut down the report says regular singing and cheering likely contributed to transmission and while the camp did meet george's requirements to reopen the report notes the camp failed to implement two cdc guidelines opening windows and doors for increased ventilation in buildings and mandating face coverings for everyone only staff members were required to wear masks not campers it is one of the biggest outbreaks that we've seen amongst children in the entire country it's not the world in a statement officials with the ymca of metro atlanta which operates the camp write we made every effort to adhere to best practices outlined by the cdc and the american camp association the statement adds the decision to reopen is one we now regret with nearly 4.6 million confirmed cases in the u.s and more than 154 thousand deaths local leaders in michigan kentucky and arizona are implementing new restrictions as cases across the country are once again on the rise what does that tell us about this virus that just tells us we can't take our foot off the break yet on the first day of school in greenfield indiana officials at the local junior high learned that a student's covet test had come back positive the superintendent says the student was immediately isolated all in close contact ordered to self-quarantine the school itself deep cleaned and allowed to remain open but in california where cases topped 500 thousand this week a fresno county teen died from the virus a devastating reminder that the deadly impact of covid does not discriminate it's a huge trauma for everyone that's involved [Music] including the hospital workers who still coping on this case and blane joins us from atlanta the governor has extended the state's public health emergency that's right until mid-september jose and hospitals are now warning that they could soon run out of beds that's why here at the georgia world congress center starting monday the center will become a makeshift hospital with 60 beds ready to receive patients jose blaine alexander in atlanta thank you another congressman has tested positive for covet 19. arizona's democratic lawmaker raul grijalva is in quarantine tonight he says he feels fine and doesn't know how he got it earlier this week texas republican louis gomer also tested positive it all comes as top thought would happen to me in my life today more than 25 million jobless americans begin an anxious wait for a new round of covet relief my mental and emotional health is struggling the 600 dollar weekly payment from the federal government added to state unemployment insurance just ran out that money has been a lifeline for families like the guards after sarah was furloughed from a human republicans claimed real progress i would characterize this as there's still a lot of work to do so kelly no deal today what happens next well the negotiators have committed to meeting again tomorrow and monday and among the key issues of course restarting those enhanced unemployment benefits also providing protections for renters against eviction more money for schools to reopen safely and president trump threatened to ban the enormously popular social media site tick tock over security concerns but some say his plan could backfire come election day steve patterson has the latest on this developing story tonight social media juggernaut tick tock is in danger after the president threatens to shut it down president trump telling reporters on air force one as far as tick tock is concerned we're banning it from the united states setting national security concerns with the chinese owned company a source directly familiar with the talks confirms to nbc news that a deal to sell tick tock's u.s operations to a domestic business most likely microsoft is on president trump's desk tick tock has awkwardly danced its way into becoming a cultural trendsetter with more than 800 million worldwide users 100 million in the us alone tick tock's gone tick tock's never coming back i'm gonna miss it i'm gonna miss you guys overnight tick-tockers reacting including big stars who earned a living from monetizing the platform tick-tock responding we're not planning on going anywhere tick-tock is a home for creators and artists to express themselves their ideas and connect with people across different backgrounds congress first raised concerns about security on the platform last fall the devil's not going to come in a scary costume it's going to come in a very friendly danceable costume and so you know i think we should be concerned the president has the authority to implement a ban when it comes to questions of national security but there are questions on how it would work he certainly can disrupt it but there are better solutions to fixing this problem and he can do it for now but we'll see how long that that will last but the threat of a ban is already having a real impact online especially for the millions of young tick tockers heading to the polls for the first time it has really fired up young people even just overnight i've heard so many young people tell me i'm going to vote in this election young voices now determined to take action in november steve patterson nbc news still ahead winged victory the trailblazing fighter pilot paving the way for other women in the military plus behind the scenes with the team training dogs to fight covid evacuations are underway in southern california as wildfires scorch hillsides near homes in riverside county it's a challenge for hundreds of firefighters in the area already dealing with a heat wave there and from pennsylvania a dramatic rescue caught on camera as flames ripped through a barn north of philadelphia police rushed in to rescue a horse trapped inside help us pull help the officers finally got the frightened animal out safely and now to our series inequality in america a truly historic moment in the military the first african-american female fighter pilot just got her wings but as rehema ellis reports there is still so much more to be done after years of preparation lieutenant madeleine swegel is living her dream soaring through barriers yeah i just love the fast planes she's the first black female fighter pilot in the nearly 110 year history of naval aviation like feeling the exhilaration and getting thrown back in the seat a little bit that was awesome on friday lieutenant suegel got her wings of gold she aimed high early inspired by her parents they told me that i could be whatever i wanted to be and what she wanted to be was what she saw we would go see the blue angels when they were in town i don't remember specifically how old i was but they were just so cool i love them it's rare to see black navy pilots in fact only 1.9 percent of navy aircraft fighting unit pilots are black this summer a special task force was created to address the issues of racism and sexism we must work to identify and eliminate individual and systemic racism within our force i'm sorry to see that it has taken so long to have more black women forty years ago brenda robinson was the first black woman navy pilot what do you say to the naysayers who say well they made it easier for you and now they've really made it easier for lieutenants wiggle i was already flying airplanes before i got into the navy and the only reason why i was able to get there and i was my credentials far outweighed any of the other guys that i was with i wish that we were saying oh yeah well you know just there's another black woman who's flying airplanes and she's a fighter pilot one retired top gun instructor says lieutenant suegel a naval academy graduate deserves her wings they're not handed out you have to earn them certainly have to have the smarts to be able to be a tactical aviator awesome too for a woman who had never even been in an airplane before she joined the navy i think that representation is important because we are a very diverse nation so i would like everyone to believe that they can achieve whatever they want to do now top of her field flying high into history rahima ellis nbc news new york when we come back the remarkable dogs who could be key to fighting covid there's good news tonight about yet another reason to love dogs for so many they've been a huge comfort during the covet crisis but now they're also being trained to actually detect the disease kitty beck has the fascinating details come here pancho pancho is a friendly yellow lab who works a full-time job he's training to detect kovid 19. dogs really have an ability to see the world through their nose researchers in a new study believe that sharp sense could soon help slow the spread of the virus it could be a very valuable contribution in the fight their training and testing nine dogs with scientific method first sniffing a covet positive urine sample the virus is inactivated for safety then it's off to the wheel looking for the matching scent but it's not made easy inside the shakers on the wheel a coveted positive sample a covic negative sample and other generic scents meant to distract the wheel is spun around to randomize but the dogs find it again and again with a stunning accuracy rate over 95 percent obedience experts say you can't make a dog scent it has to want to which is why positive reinforcement is so vital to this training pancho sit good boy my thought would be screening of people say in the airport or people going into a stadium or even people coming back to school if the dog can be there and actually give us the go no go cynthia otto oversees the study at the university of pennsylvania she says the dogs work with 300 million smell receptors compared to humans that only have 6 million does cindy explain the t-shirt concept later in the study sweat samples will be used people with positive and negative covid tests ask to wear a provided t-shirt overnight and send it back this is what's going to translate most directly to that person being screened in a public environment dogs have long been trusted detectors what tops training a dog to do something that's going to aid someone else and now in the battle to end a pandemic there could be some new dogs in the fight katie beck nbc news green castle pennsylvania and
