>>> IN THIS MORNING'S CONSUMER CONFIDENTIAL, WE ARE TALKING ABOUT TIPPING. IT CAN BE CONFUSING. FROM FOOD DELIVERY DRIVERS TO THE HOTEL STAFF. WHAT ABOUT THESE FEES THAT WE ALREADY PAID? HERE TO BREAK IT DOWN FOR US AND SORT IT ALL OUT IS VICKY NGUYEN. GOOD MORNING TO YOU. >> GOOD MORNING. >> I'M JUST READING ABOUT THIS. I DIDN'T REALIZE THERE ARE NEW LAWS ENACTED IN DIFFERENT STATES. >> WE CAN'T TALK ABOUT TIPPING WITHOUT TALKING ABOUT WAGES IN AMERICA. THAT IS THE BIG BATTLE. YOU SHOULD BE PAID A LIVING WAGE SO YOU DON'T HAVE TO RELY ON TIPS, BUT IT IS OUT OF CONTROL. SOME CITIES TRIED TO ADDRESS THIS ISSUE. IN NEW YORK CITY, FOR EXAMPLE, LAST SUMMER THEY PASSED A LAW THAT SAYS IF YOU WORK FOR AN APP-BASED DELIVERY SERVICE, YOU WILL BE PAID -- >> DOORDASH? >> DOORDASH, GRUBHUB. YOU WILL BE PATE $19 AN HOUR. IN SEATTLE, IN JANUARY, THEY SAID LET'S DO $26.40, WHICH SOUNDS GREAT. THEN THERE WAS AN UPROAR BECAUSE IT IS HOW MUCH WILL WE BE PAYING FOR OUR MEALS AND THE TRICKLE-DOWN EFFECT. ANY DAY THEY WILL REVISE THAT PROBABLY JUST UNDER $20. IN D.C. SINCE JANUARY, THEY TALKED ABOUT THIS. RAISING THE MINIMUM WAGE FOR TIPPED WORKERS TO MATCH NON-TIPPED WORKERS BY 2027. WE'RE TALKING ABOUT SERVERS AT RESTAURANTS, BARTENDERS TO RAISE THEIR WAGES SLOWLY OVER THE NEXT FEW YEARS. THAT MIGHT HELP ALLEVIATE THE CONSUMER TIPPING ISSUES. >> THIS IS WHAT WE DO. >> PERHAPS. PEOPLE WON'T BE SO AGGRESSIVE ABOUT IT. I WAS TALKING TO DYLAN DREYER OFF CAMERA. SHE SAID SOMEONE CAME TO HER DOOR, SHE TIPPED. THEY KNOCKED O THE DOOR. SHE OPENED IT, AND THEY WERE LIKE, YOU DIDN'T TIP ME ENOUGH. YOU HAVE SEEN IT ON THE DOORBELL CAMERAS, TOO. >> WOW. LET'S TALK ABOUT FOOD DELIVERY FOR A MOMENT BECAUSE THAT'S WHERE FOLKS GET HUNG UP. MYSELF INCLUDED. YOU WERE FROM ONE OF THE SITES WE JUST MENTIONED. THEN YOU SEE THE ADDED FEES, LIKE YOU SEE THE SERVICE CHARGE. YOU SEE A DELIVERY FEE. PRISCILLA, I'M CONFUSED. DO I TIP ON TOP OF THE FEES? DO I TIP ON THE FOOD ORDER? DO I TIP AT ALL? >> WHAT ARE ALL THOSE FEES? SOMETIMES PEOPLE CONFUSE THOSE WITH ACTUAL GRATUITY. THE DELIVERY FEE OR THE SERVICE FEE, THAT IS NOT THE TIP. >> IT FEELS UNFAIR. >> DOORDASH SAYS THEIR SERVICE FEE IS 15%, AND THEY SAY THAT COVERS THE COST OF THEIR SERVICE. THE RESTAURANT, THE DEMAND LIKE THE TIME, THE LOCATION, THE DISTANCE, BUT THAT IS NOT A GRATUITY FOR THE DRIVER. UBER SAYS WHILE SOME OF THEIR SERVICE FEE MAY GO TO THE DRIVER, IT IS NOT CONSIDERED A TIP. ON THE WEBSITE FOR GRUBHUB, THEY SAY THE DELIVERY FEE IS NOT THE TIP. >> WHERE DOES THE DELIVERY FEE GO? >> IT IS PART OF THE COST OF DOING BUSINESS. IT'S FRUSTRATING. >> SO THE SERVICE FEE AND THE DELIVERY FEE. >> RIGHT. WE'RE TALKING ABOUT $5 BILLION IN THOSE FOOD DELIVERY FEES ALONE IN 2022, WHICH IS WHY IS GOVERNMENT IS TRYING TO REGULATE SOME OF THESE WHAT THEY CONSIDER JUNK FEES. SO THE ETIQUETTE EXPERTS SAY TIP 10% TO 15%. THERE IS DEBATE OVER THIS, TOO. WHAT IF YOU ORDER AN EXPENSIVE MEAL? ARE YOU TIPPING 10% TO 15% BECAUSE YOU ORDERED A STEAK. WHAT IF YOU ORDERED McDONALD'S? SHOULD THE TIP BE BASED ON THE COST OF THE FOOD OR THE DELIVERY ITSELF? SO THOSE ARE SOME FACTORS PEOPLE SHOULD CONSIDER. AND ALSO THE DIFFICULTY. IF SOMEONE HAS TO CLIMB FIVE FLIGHTS OF STAIRS OR THEY HAD TO DRIVE FAR, IF YOU CAN BE GENEROUS, BE MORE GENEROUS. >> DIFFERENT KINDS OF RESTAURANTS IN AREAS. YOU HAVE YOUR TYPICAL SITDOWN SERVICE, YOU HAVE THE PLATES AND EVERYTHING AS OPPOSED TO YOU STOP AT STARBUCKS AND GET A COFFEE. >> EXPERTS SAY 20%, 18% TO 20% STILL IS CONSIDERED THE CORRECT AMOUNT TO TIP WHEN YOU ARE SITTING DOWN FOR A FULL SERVICE MEAL. BUT THESE DAYS, YOU ARE SEEING SERVICE CHARGES ON SOME OF YOUR RESTAURANT RECEIPTS. IF YOU HAVE A SERVICE FEE ON YOUR RECEIPT AND YOU ARE NOT SURE IF THAT IS PART OF THE TIP, ALWAYS ASK. THAT IS TOTALLY ACCEPTABLE. IF YOU ARE IN A BIG GROUP, A LOT OF TIMES THEY WILL ADD A SERVICE FEE. THAT IS THE TIP. ASK TO YOU ARE NOT TIPPING ADDITIONALLY. FINALLY, IF IT IS A QUICK STOP, A COFFEE, SOMEONE WAS JUST HANDING YOU A DOUGHNUT, IT IS TOTALLY UP TO YOU. YOU ARE NOT STINGY. THE EMILY POST PEOPLE SAY IT IS OKAY TO NOT TIP IF YOU CAN. >> LET'S TALK ABOUT HOTELS AND RESORTS. SOMETIMES YOU STAY THE NIGHT AT A HOTEL BECAUSE OF THE GOOD SERVICE. ARE YOU TO BE TIPPING EVERYBODY THAT TOUCHES YOUR BAG, EVERYBODY YOU COME IN CONTACT WITH? WHO DO YOU TIP? >> WHAT DOES THAT COVER? CAN I USE THAT TOWARD THE COST OF MY STAY? TYPICALLY THAT IS NOT CONSIDERED A TIP. THAT IS USUALLY MONEY THAT YOU CAN APPLY EITHER TO YOUR MEALS OR IN ROOM DINING, THAT KIND OF THING. >> OKAY. >> IF YOU ARE ON AN ALL-INCLUSIVE VACATION OR ON A CRUISE, TYPICALLY THE TIPS ARE COVERED. IF YOU HAVE EXCEPTIONAL SERVICE AND THE STAFF CAN ACCEPT THE TIP, THAT'S OKAY. WHEN IT COMES TO THE BELLHOPS OR THE SHUTTLE DRIVER THAT GETS ALL YOUR BAGS ON TO THE BUS, $2 FOR THAT FIRST BAG. $1 FOR EACH ADDITIONAL BAG. IF THEY BRING IT ALL THE WAY UP TO YOUR ROOM, A COUPLE MORE DOLLARS. $2 TO $5 A DAY. >> ESPECIALLY WITH MY KIDS. >> RIGHT? IF YOU ARE MAKING A BIG MESS, CARRY CASH WITH YOU ALWAYS FOR THOSE SINGLES AND TIP EACH DAY BECAUSE IT COULD BE A DIFFERENT PERSON EACH DAY THAT'S COMING TO CLEAN YOUR ROOM. >> WHEN YOU ASK FOR CASH AT THE FRONT DESK, A LOT OF THEM DON'T HAVE THEM. YOU HAVE TO GO
