ARE WE TRYING TO PUMP IT OUT OF THE SEWERS? >> WE ARE CONTINUOUSLY TRYING TO FLUSH EVERYTHING OUT. >> Reporter: MAKE SURE THAT IT DOESN'T BACKUP AND ANYONE'S HOME. >> CORRECT. >> Reporter: THIS TAKES A LOT OF EFFORT TO KEEP THESE PUMPS RUNNING. WHAT DOES IT MEAN FOR YOU AND YOUR FELLOW PARTNER HERE IN THE NATIONAL GUARD. YOU GUYS ARE CONSTANTLY UP THROUGHOUT THE ENTIRE NIGHT. NOT A LOT OF SLEEP THAT YOU GOT LAST NIGHT. >> A LOT OF IT HAS ENDED UP JUST WORKING WITH RESPONSIBILITY JUST TO MAINTAIN THEM AND KEEP THEM WORKING. THAT'S WHERE THE FUND IS SET UP. YOU CAN TUESDAYF GREEN OUT THERE. NO CRASHES TO REPORT RIGHT NOW. IF YOU ARE HEADED OUT THE DOOR AT 6:32, YOU SHOULD HAVE NO PROBLEM. >>> WE KNOW THAT PARTS OF THE MIDWEST ARE UNDERWATER. MORE THAN 3 MILLION PEOPLE LIVE IN AREAS TOUCHED BY FLOODING ALL THE WAY DOWN TO OMAHA. ALL THE WAY UP HERE TO ST. PAUL. SOUTH DAKOTA FOR EXAMPLE, WE KNOW ONE PERSON DIED AFTER HEAVY RAINS AND FLOODING INUNDATED THE EASTERN PART OF THE STATE. FLOODING HAS ALSO CAUSED A BRIDGE TO COLLAPSE. THE BURLINGTON NORTHERN SANTA FE BRIDGE IS CRUCIAL FOR TRANSPORTING GOODS. THE REPERCUSSIONS THEY SAY WILL BE FELT FOR MONTHS. >>> MORE AND MORE PARTS OF THE STATE ARE UNDER WATERS. MANY AGENCIES ARE TURNING UP TO HELP INCLUDING THE RED CROSS. PAULEEN LE LIVE IN WATERVILLE THIS MORNING. WE KNOW VERY HARD HIT AREA WITH A CLOSER LOOK AT SOME OF THE EFFORTS AND ALL THE RESOURCES THAT ARE NOW AVAILABLE. YOU CAN SEE THERE IS STILL A LOT OF WATER IN WATERVILLE. >> AND THERE'S A LOT OF WATER. WE WERE JUST HERE FIVE DAYS AGO TO GIVE YOU A GLIMPSE AS TO WHAT IT LOOKS LIKE. JUST TO GIVE YOU A REFERENCE, I'M ABOUT FIVE FEET FOUR INCHES TALL. MY WAIST IS RIGHT HERE SO I'M ALMOST WAIST DEEP IN STANDING WATER. THERE'S REALLY NOWHERE FOR HER TO GO BECAUSE THIS IS KIND OF WHERE THE CANNON RIVER KIND OF MEETS THE TWO LAKES THAT ARE SURROUNDED IN WATERVILLE. OFF TO MY BACKSIDE OVER HERE ON THE LEFT-HAND SIDE, YOU SEE THAT ROAD CLOSURE SIGN. THAT'S ALMOST UNDERWATER. HERE'S AN RV PARK THAT WE SHOWED YOU LAST FRIDAY. THAT IS STILL COMPLETELY UNDERWATER. AFTER MY RIGHT HAND SIDE, THIS HOUSE IS LUCKY. IT LOOKS LIKE IT'S ON A HILL. ANYWHERE YOU LOOK, THERE SO MUCH WATER. YOU DON'T KNOW WHERE THE RIVER ENDS AND THE GROUND IS SUPPOSED TO BEGIN. THERE IS A LOT OF CLEANUP UNDERWAY AND A LOT OF HELP THAT IS NEEDED IN THIS COMMUNITY. LET'S TALK ABOUT THE RED CROSS HERE. THE RED CROSS SHELTER IS RIGHT OFF INTO THE DISTANCE RIGHT BEHIND THIS YEAR. THEY DO HAVE A SHELTER SET UP AT THE VILLAGE OF WATERVILLE. THAT IS A COMMUNITY CENTER. THEY TOLD ME OVERNIGHT ABOUT 11 PEOPLE STAYED AND THAT INCLUDES CHILDREN. THEY DO HAVE CAPACITY TO HELP MORE THAN 100 PEOPLE. THIS IS JUST ONE OF SEVERAL SHELTERS THAT SET UP ACROSS MINNESOTA WITH OTHER LOCATIONS IN JACKSON. COOK IN DULUTH AS WELL. ALSO SEVERAL LOCATIONS IN SOUTH DAKOTA AS PEOPLE THERE ARE ALSO IMPACTED BY DEVASTATING FLOODS. THE RED CROSS SAYS THE SHELTERS ARE A GREAT PLACE AND A SAFE PLACE FOR PEOPLE AFFECTED BY THE FLOODS TO STAY AND TO FIND THOSE ESSENTIAL RESOURCES INCLUDING FOOD, WATCH, ABOUT EMOTIONAL SUPPORT. MORE INFORMATION. IF YOU WOULD LIKE TO HELP OR IF YOU NEED HELP, YOU'RE ASKED TO CALL THE 1-800-REDCROSS NUMBER. RED CROSS COULD USE MORE VOLUNTEERS. AS YOU CAN SEE HERE COME A LOT OF DEVASTATION. THIS IS JUST THE PHYSICAL PART . WE HAVEN'T EVEN TALKED ABOUT EMOTIONAL PART YET. A LOT OF EMOTIONS HERE. JUST A REALLY TOUGH TIME FOR THIS COMMUNITY. HISTORIC FLOODING THAT A LOT OF PEOPLE HAVE LIVED HERE THE ENTIRE LIVES. THE COUNTY HAS ALSO SET UP THEIR OWN RESOURCES AS WELL. A DEDICATED PHONE LINE IF YOU HAVE ANY QUESTIONS ABOUT FLOODING AND IF YOU NEEDED SHELTER. IF YOU NEED A PLACE TO MAYBE DISCARD SOME OF THOSE WATER DAMAGED ITEMS. IF YOU HAVE ALREADY STARTED TO CLEAN OUT, THERE ARE NUMBERS ON THAT FOR THE COUNTY WEBSITE AS WELL. WILL SEND IT BACK TO YOU. >> WERE GRATEFUL THAT THE RED CROSS ARE OUT THERE. PAUL AND I HAVE A QUICK QUESTION COME ARE YOU STANDING ON WHAT IS NORMALLY A STREET? NORMALLY SOME SORT OF LAND? >> Reporter: YES. THIS IS A STREET RIGHT OVER HERE, SHOULD BE A SIDEWALK. THIS SHOULD BE A PROPERTY OF SOME SORT, A FRENCH ART OF SOME SORT. PROBABLY LEADING TO THE SOUTH. THERE SHOULD BE OTHER ROADS OVER HERE THAT LEADS TO SOME HOUSES IN THE BACK. THIS IS SUPPOSED TO BE A MAIN THROUGH TOWN HERE. THIS IS A DIVIDING LINE THROUGH THE RIVER. EACH SIDE OF TOWN, IT'S JUST INCREDIBLE TO SEE JUST HOW MUCH WATER IS STILL OUT HERE. DAYS AFTER IT INITIALLY FELT. IT JUST CONTINUES TO RISE. B IS DIFFICULT BECAUSE WE KNOW THERE ARE LAKES AND RIVERS. >> AS YOU MENTIONED BEFORE, YOU ALLUDED TO US, YOU WERE JUST OUT FIVE DAYS AGO. THIS IS BEFORE WE ARE ANTICIPATING ON LORENZO TO SEE IT NOW COMMENT REALLY TELLS A STORY AS FAR AS EVERYTHING THAT IS TRANSPIRED AND HOW LONG THE CLEANUP EFFORTS ARE GOING TO TAKE. PAULEEN, THANK YOU. >>> WE ARE ALSO KEEPING AN EYE ON THE RAPIDAN DAM BECAUSE IT IS IMMINENT FAILURE CONDITION. THAT'S HOW THE BLUE EARTH COUNTY SHERIFFS DEPARTMENT IS DESCRIBING THE SITUATION. >> TO MAKE ITS OWN PATH AROUND THE DAM. THE DAM WAS BUILT BACK IN THE EARLY 1900s. IT HAS EXPERIENCED FLOODING BEFORE BUT NOTHING LIKE THIS. >> WE ARE HERE TO TELL THE PEOPLE COME OF THE LOCAL COMMUNITIES, THAT WE GOT THEIR BACKS. A DEMOCRAT AND REPUBLICAN WORKING TOGETHER. AND THAT WE ARE GOING TO DO ALL WE CAN WORKING WITH THE GOVERNOR AND SENATOR SMITH TO MAKE SURE WE GET THE FUNDING TO RECOVER. >> IF THERE IS A FULL COLLAPSE, RIVERS COULD RISE ANOTHER TWO FEET OR SO. THERE IS A LEVEE SYSTEM PROTECTING THE CITY AND THEY ARE CONFIDENT IT WILL HOLD UP. IT RIGHT NOW, THERE ARE NO PLANS OF ANY SORT OF MASS EVACUATION. THE BLUE COUNTY SHERIFF SAYS HE HOPES TO ASSESS THE DAMAGE. FLOODING IS CAUSING SEVERAL HER DAMAGE AS WELL. JONAH KAPLAN IS IN SIOUX CITY, IOWA WITH A LOOK AT THE DAMAGE AND THE CLEANUP. >> Reporter: HEATHER AND A.J., GOOD MORNING. THERE'S JUST SO MUCH WATER. WE SAW THE SCENES COMING FROM THE AREA AND THAT RAPIDAN DAM . THAT'S MORE THAN 100 YEARS OLD. I TALKED TO A LOT OF MEMBERS ON THIS RAILROAD BRIDGE. THEY JUST KNOW IT'S BEEN HERE AS LONG AS THEY'VE BEEN ALIVE. THE CURRENT FROM THE BIG SIOUX RIVER, OBVIOUSLY THIS RECORD HEIGHT, IT SWEPT THE LEGS OUT FROM THIS BRIDGE. EVEN A COUPLE MILES HERE, INTERSTATE 29, ONE OF THE MAIN ECONOMIC ARCHERS HERE. THAT SHUT DOWN CONNECTING IOWA AND SOUTH DAKOTA. IF YOU WANT TO GET AROUND THE DETOUR, IT'S AN EXTRA HOUR OUT OF THE WAY. YOU GOT TO GET THROUGH NEBRASKA. THERE ARE SO MANY PEOPLE THAT ARE NOW JUST DISCOVERING WHAT KIND OF DAMAGE IS INSIDE THEIR HOMES. THE DISASTER IS VERY MUCH FAR FROM OVER BECAUSE AS THEY GO INSIDE THEIR HOMES, THEY SEE THE DAMAGE. THEY SEE THE DESTRUCTION AND THEY ARE KIND OF LEFT WITH WONDERING, WHAT DO WE DO NOW? WHAT ARE THE FIRST STEPS IN TERMS OF CLEANING UP IN TERMS OF GETTING ALL OF THE SOPPING WET FURNITURE OUT OF THE HOUSE. THEY'RE GOING TO HAVE TO CUT UP THE FLOORBOARDS, BASICALLY GET DOWN TO THE STUDS, DRY OUT EVERYTHING. AND THEN, THIS IS NOT EXACTLY A BIG COASTAL AREA. MAYBE SOME PEOPLE HAVE FLOOD INSURANCE BUT A LOT OF HOMEOWNERS, A LOT OF THE BUSINESS OWNERS, THEY DO NOT HAVE FLOOD INSURANCE. WHAT KIND OF FEDERAL ASSISTANCE IS GOING TO BE COMING IN
