No, it can't. This is a very old trick, and what's happening here was named the "Clever Hans" effect, after the horse would could "count" and do math.
TL;DR: The dog just starts barking, then stops when it picks up a cue from his owner or someone else that he's barked enough. In the first go when he "counts" to four you can see the owner lean back after the fourth bark. That was a cue for pooch to stop barking.
