I never understood why reporters suddenly wear hijab when they're out in public. There are plenty of women in Libya who don't wear the hijab, what does she think is going to happen? It honestly seems like they do it for aesthetics and to up the stakes.

[Music] we're about 10 and the Libyan Coast Guard's over with have just received a call from the Italian saying that there are rubber dinghy boats out here somewhere full of migrants it's extremely choppy out here today so we're trying to gather the oceans right now and to find them before [Music] yeah I don't think these guys know that this is Olivia because they're heading straight back to me I think these guys think that they've been trusted by the Italians the head of here [Applause] I think we're taking you back to Libya Libya with the global migration crisis overwhelming Europe in 2016 the EU came up with a new 215 million dollar plan to pay Libya to contain the problem this strategy means the Italian warships are now responsible for diverting thousands of migrants a year back to a struggling Libyan state why the Libya has become such a heart for smuggling FEMA Saba lambdak Aliyeva Savannah and Libya actor sure of the multiple dual and multinational of the astronomy lacan Kalia Road RCS in an official at her they held atom super RCS see that is it nearly name is lorena race double dash rear Hallion at the storage module went ahead and flatten em needs this lawlessness has played the country since Gaddafi's downfall and today Libya is fractured in two rival government's the UN and Western Allies are backing the government of national Accord or the GNA which controls the capital Tripoli but with a failing economy and mounting insecurity the DNA is struggling to maintain as hold Libyans are increasingly frustrated and desperate for change [Music] [Music] now can a definitive security is insane rather nervous about the tension at the heart of Libya's turmoil is a broken economy financial infrastructures have collapsed in the Libyan Deena has plummeted 600 percent in the last three years [Music] it's about 500 people also waiting here the lines going around the block trying to get hold of their salaries because there's such a major problem in the country so how does it work you have to line up and get money out you go without your salary with the weak government and deep-rooted discontent conditions have been ripened for terrorist organizations to thrive in 2015 thousands of Isis fighters established their biggest stronghold outside of Syria and Iraq they ruled the coastal city of cert for two years terrorizing the local population after a seven month long battle Isis was finally defeated with the help of US air strikes and a ground offensive led by militias funded by the GNA in the West First Alert out of that back in December 2016 and now that continuing to patrol the city but headed to the very eastern point of that there's the biggest threat of Isis return what is the security situation at the moment I mean how much of a threat is Isis miss Barack Furman civilian Familia doctor from Medina had that cutoff fee was defeated in there to feed her broker so since you guys kicked Isis out of they've been weak weeping right outside of it Bernie Taupin medida and myself at the matter our minute let the same me or army or she will kill me or from splash who do you guys answer to I mean for the last few years you've come under the jurisdiction of the DNA right I had in the last few months you guys haven't received a salary is that true Leah fee is carry a computer but a kid entire phone and how office in media will moral Medea he and have a cell or linea Shabaab as the illuminate Calif be I'm a Lou we get them enough sir pass the washable Dulhaniya before Lobby the risk of not paying these militias is that they could look elsewhere for sources of income in 2014 the National Oil Corporation or NOC Bolivia's largest oil producer was attacked by malicious fiercely opposed to the GNA we spoke to the chairman of the NOC from stepheson ala how much money is Libya losing from the current situation in terms of the security surrounding the oil with the question in lower our revenue we lost more than 136 billion US dollars 126 yes in how long for the last few so if you can just thought out the security situation yes when you go yes you have nice climbs nice weather have water to boil Elvis Elvis people forgive you on the beach all tours of success we have but we have I guess this is what happens when oil gets caught up in politics yes lovely Senora is considered one of the only well respected neutral voices in Libya but to keep the oil industry functioning he must work with the government struggling to maintain control and hundreds of militias vying for Libya's most valuable resource how much of Libya's political situation and power struggles that seem to be going on across the country how much is that down to who gets to control the oil all factions want to control the oil in an African if the oil is controlled by by militias and this will will prolong the life of the war civil war on the country unfortunately how rampant is smuggling including oil smuggling here in Libya this business of a smuggling is huge and hundreds of millions is lost unfortunately the same people whose smuggling their food the same people who was taking the human and also the drugs and weapons the GNA has reportedly paid militias to act as coast guards to stop illegal smuggling some of these ministers have themselves been accused of working in the illegal migrant trade the GNA has been accused of working with smugglers to prevent migrants from reaching Italy is the journey guilty of those very people who are guilty of some of these criminal activities I think it's as good a question and Yahoo I would like to say it in the same positions very clearly no I'm not saying any criminals I'm not accusing you of doing that but I must know the DNA so I mean the supposition is a clear we are agonists rewarding and you know compromising with those criminals very good very careful but the DNA does deal with militias here in the smuggling hub of subrata this militia group is led by Abdul Rahman me lad who goes by the name feature besides fighting for control over territory in western libya he's also been paid by the GNA as a Coast Guard to stop the smuggling [Music] vitia took us out to pick up a boat full of migrants trying to make their way to Italy so we'll twist on hard will happen [Music] let the boy told her a few more young people how do you men treat the my friend boy they come across obviously we've seen report that less than kind towards them there are no Kennish what a dick you gotta make you in the ditch that's not using colors our chefs work itself using AA lot of the - I see an alpha seen and Flemish it has to be market look Fe me it does yep we remove a Pollock Elizabeth Crichton Tommy so you know me the smugglers are doctored same unit while we were with him betta began taunting one of these smugglers Taylor 3/10 and Soriano wha but Peter himself has been accused by the UN of smuggling migrants he denies these charges oh yeah thank you yeah so say like you would with allegedly corrupt militias like these taking full advantage of a government payroll Libya has descended from a place of hope just seven years ago to a largely lawless country we sat down with to Harold's funny a senior adviser to the DNA to ask about his vision of Libya's future it's very hard to see a state that is failing its people quite like yours I mean the economy is a complete mess the social services don't work the militias have more control than perhaps even your government do you recognize the urgency to address these issues right now if their country is to move forward there is hope because we do see a momentum that even the people are fed up of this kind of chaos this is something that we have inherited it is something that we're trying to manage it will take some time though the militant force who is responsible for liberating cert from Isis and is continuing to protect cert at the moment they're saying that they haven't been paid for the last few months are you concerned that given the dire state of the economy at the moment that these forces whether you call the militias are not are gonna turn against the DNA why did you call it a militia that's that's a question you just as Nia you have to know when the fight happened of course we had organized forces and there was what you call them to support forces you want to call them armed groups you want to call delicious name it as you wish but in the end of the day it was under the full control and umbrella of the GNA and Ministry of Defense the issue of salaries it's a financial crisis or facing we spoken to a lot of people not a lot of people have said that the problem is the DNA and they can't see a future for Libya with the journeying power the GNA was meant to be in a temporary period until the Constitution comes out and there is proper elections for a steady-state this frustration is totally accepted and recognized by us I will not fool Libyans and say that we are the best government but we are the best available government you you
