three-hour oversight hearing the focus of Monday's hearing was to get an update on the implementation of the government of Guam's new financial management information system the 30 million investment the fmis aims to modernize government of Guam's infrastructure from the as400 system also noted was how some employees were having some difficulty during training and use of the FMI assem Frank Luhan is G Guam's Chief technology officer it's important to remember that these are common hurdles encountered during large scale system implementations The Growing Pains we're experiencing are temporary setbacks on the path to a more robust financial management system transforming a legacy paper-driven Financial workflow to a more efficient paperless and accountable workflow is a mon monumental challenge but achievable as we all continue to work together doa's Edward burn looking at the whole transition optimistically we also have um many comments about oh this is going to save me time or this process is much better than the previous process and you know once people have got a little bit more use to dealing with issues uh paperless that they obviously see the advantages in in doing it that way and you get an instant response you know the system responds to you a piece of paper doesn't lawmakers present were all in agreement that oversight hearings with DOA need to happen more frequently as many of the decisions agency has made in the roll out of the system are ones they are just hearing about for the first time inching closer towards graduation the Park police reservice criminal investigations course with the Park police reservice program which is a post requirement the first a covered body preservation and homicides every single death investigation although the able to take preliminary reports you guys are going to be able to call police dispatch and get a case number and then generate a preliminary report that's a very important factor that as a patrol officer or you being the first one on the scene have to take note of next in the course was the interviewing and interrogation process Santa is going over some best practices for conducting interviews using interactive sessions through our experience we know that first confessions are always a it's always a Hal truth they're never going to give you the full confession unless they're absolutely guilty and they're caught red-handed if you only have facts and you didn't have hard evidence like say surveillance of the person actually doing it there are some people that will still lie to you history in is when was the last time a canoe was built and actually launched from hog it it's been many many hundreds of years so today um it's a celebration remember who we are where we come from that's what it's about joining Master Navigator and instructor Antonio Palo on the canoe were Alianza and 10th grader Joshua Cruz it felt spiritual you know you really got to focus while you're on the boat cuz you know sometimes it can be a life or death situation when you're out there so you really got to you know pay attention to the master and what he tells you to do you know growing up I always I was fascinated in you know the old ways the old traditional chor Styles so growing up I'm always out there in the jungle trying to learn new things and seeing all the hard work that we put into the boat from carving it to getting it ready it felt good the canoe gliding on the southern Waters with a bold and beautiful sale painted and designed by Katie mcmanis and students was built by students in the program in the school's gumas we just put it up on our own and then we sell it we can fish we bring back our culture cc is the only High School in Guam and possibly the world to have traditional navigation in the school curriculum I feel like it connects me cuz nowadays not a lot of people are out here especially my generation they're not really out here trying you know doing things like this so I feel like just the small thing can make a big difference with you know the schools on go a lot of times the kids don't realize what we're teaching out here in the nature is actually having heavily influenced for the science so our educational system out here with being traditional realm is very very coincident with the western style of teaching the children are learning very very valuable resources whether it's the environment uh what we farming on the land the wind the water and our identity we're learning how to what what is good for what on the boat so like the the main boat itself the center piece right there the main piece that's from the lemi tree and you know at first we're like oh what's this for then we found out cuz it's it's more compact together it keeps it a float and we're also learning how to tell the like where the current's going and how to work with the wind the successful launch comes ahead of CCH graduation as principal andersena mcmanis beautifully put it it represents growth growth of our student population intellectually physically emotionally and spiritually and it represents a maiden voyage for the stud to be graduates it's good how they're preparing and look back on reassessing themselves through the second round of applications Hy my name is Tony menona I am with with the culinary team I'll be heading them I'll be heading The Culinary team out here with my sister here M and let me have him introduce himself day my name is Raphael I'm Pinko I'm part of the culinary team uh under Tony here we both have been in previous Fest packs but I think this sen is going to be uh play a major part because we are actually going to be building a hood new out there we are going to be building a a a brick oven out there with the help of the HF Guam Club out there uh headed by Fay analon Dr feay analon and uh you'd be surprised how many how many people out there from The Dore Community is willing to come and assist us so that's one of the uh um that's why it's going to be such a big impact for us also as well even though we've been into in different disciplinaries in the past Fest packs but I I'm looking forward to that and then showcasing wam in The Culinary uh Arts yeah um like Tony said we've been in past Fest P I wasn't in 26 well actually I was in 2016 when totally different uh category I was uh uh doing the uh film category um prior to that I was in the the visual arts category when we went to palao but um it's it it's good to be uh be be uh what's it cross uh AR cross training cross cross Artist Artist Artist uh training each island uh has their the cultureal dishes and also uh history that goes along with our our dishes it it it helps us to understand where we all um how our history is uh cross over and uh how you know how we've evolved since then um culturally culturally at least so right and um now my next question um well it did take us um a second round to get this group um um established and going for fastpack and there's no hiding that there were some issues and hiccups with kaha as we all witnessed but how was the process for each of you well the process is a lot quicker but then again at the same time um that's in the past and you know uh kudos to everybody that's you know um we just need to move forward and one way of doing that is showcasing our talents or our culture um through all the disciplinaries or the disciplines and so um it we just have to leave it in the past and you know just move on yeah this uh this Fest pack is very very different compared to the others um we're now on we're in a state a US state uh it's uh things are are operated very differently compared to like if we were in plow or whatever um so there are certain laws we have to abide by on that state and that's that's uh becoming somewhat of a challenge especially for all the other disciplines gu Zas Ru and G Performing Arts ha GUI Roman duas and I'm a Carver specializing in jewelry and what are you guys both um most excited for knowing what um best P was like for Guam back in 2016 I'm just excited just to see all the different cultures again and and just to to be able to learn and and watch um and of course represent our Island and just even that it's a different venue I'm just so curious to see how it how it will be like because we'll be guests in another in another place so I'm very biased because Guam hosted the best Festival of Pacific Arts the best IM must p and so um like Roman said now we are guests to this uh to this hosting nation of e tto Hawaii and so you know um uh we come with with Renewed Energy especially after I our island has has gone through um you know the pandemic and and then our our um what we've gone through with with the typhoon and so you know I think this Fest pack is this Festival Pacific Arts uh will give a chance for all of us all Pacific island nations to come together and um be United in in the different genres that are being selected so I'm really excited so being a part of Performing Arts there's over 40 of us and we range from uh uh from 18 to a little over 50 55 and so um since uh Guam was awarded um the Fest pack in 2016 we've actually been preparing and we've wanted to uh make sure that the tradition of IA the dance um continues and so um the preparation has continued within the different cultural dance houses IMA IGA and so um when Master Eileen uh did a call out the different gumma um uh referred uh the best repes representatives of of the gumas to to come together and and um and showcase um the Ia in in in Fastback so um the preparation is is is something that we do uh on a daily basis it's just coming together as the selected uh uh ambassadors to be one be United in one voice and one dance and so you know being that it's the biggest Sub sub section or the big biggest discipline um there's a lot of team building and a lot of um making sure that um we we are able to work together uh should we have to be uh divided or should we have to support other areas of um the festival Festival delegation so prepar preparation is an ongoing thing for us right and it sounds like you guys have been preparing since 2016 the last best pack um but it took like a second round for this group now to be finalized um and there's no hiding that there were some tense moments with haha what was the process like for both of you when I saw that that new application it freaked me out cuz there was a lot of writing involved and um so you know and I I wanted to make sure all the I submitted all the required documents and just hope that I would get in again and I'm I'm just honored to to have been accepted again uh because some people that that um at well at least they they they got in on the first round but then because of just scheduling conflicts and and things like that they're not able to attend um this Fest pack we are ambassadors of of the tomoto people and we are ambassadors of Guam and so we want to put our best foot forward and so when the um the reapplication period happened it it wasn't a problem for for um the discipline because we understand that uh we need to make sure that we follow the rules we respect the rules and that will only show the hosting Island that we are team players and so um uh like Roman said it was it required some some writing and um some reassessing of of your capacity and your your um your drive to represent Iman tomoto and so you know we want to thank those those who are are are the Watchers of us and those who are supporters of us and those who respect the process the respect the process as sa Eileen Mano has informed us she says respect and and um believe in the process and so we want to make sure that um we we put our best foot forward because this is one of the very very few times that the Nations um Melania Polynesia and Micronesia come together we are all similar but we are we are all different and so we want to come back you know and we want to um we want to we want to let um the supporters and uh tomota people and our and um the people of Guam know that um whoever were the selected people were were the people that um some of your time because I know there's not a lot of it because you are doing a lot of stuff right now with with youth Athletics first of all I I I know you've heard a bunch from the FD Brotherhood from alumni and everything like that first of all congratulations on another fantastic season up there a real real nailbiter that Championship yes thank you appreciate it yeah that was a that's definitely that should be on ESPN yeah it should we'll see if we can make that happen but but you know the opportunity that that you're creating for young athletes continues and you told me even um a couple years ago is you said you know it's not so much as getting these young men ready to play and women because you also coach Academy um getting these young athletes to play and getting them in the right mindset but it's also giving them reps throughout the year and saying being game time time situations having them be familiar and learning the game the right way and that's exactly what you're working on yes absolutely thank you so much yeah so what do you got coming up we got summer camp coming up you know school's all about to end so May 27th to June 14th three weeks Monday through Friday all at FD Phoenix Center and got a couple coaches coming in flying in and we look forward to it man it's going to be exciting very cool now what level of uh of summer camp is this is it like you know high school players who were at that like all onine level ready to take their game hopefully to the next level or is it even like you know Young just picking up the fundamental yes youngster middle school as well and high school kids and you know what any level man whether you're a beginner or quote un Cote Advance we could we all have room to grow MH how much fun is it still at this age because you know I mean you were you were a phenomenal player yourself you've been an incredible coach and everything to continue to teach the game and to have to essentially start over and over and over and in all that time what have you like learned about the game that you may not have known way back oh the games definitely change right spacing and just and the kids have changed and just the communication barrier too right so I'm learning I'm learning that and I think that what's makes that's the benefit for me just being able to merge and connect with these young kids and it's been fun they keep me young yeah is is coaching the position lless basketball game that we're now in is is that like a real big challenge for for an old head like you yeah it is it is you know and you got to put the right people in the right spots you know this whole we can't per I don't think we should personalize a kid to like one spot anymore like just depending on what they're good at and you just got to continue to have them grow that spot so yeah somewhat position lless it is it's it's fun though it's a different it's a different cool it's not like old school we have to change mhm yeah and that is exactly the mindset and the skill set you're going to learn when you go to your Camp so how can people register oh register online yeah the Y impact.com and or you could contact me on my contact number and just we're growing man it's fun you know it's going to be exciting summer group we got two coaches coming in one from the Philippines and one from the state so it's going to be fun very very cool what what do they know about the level of Guan basketball now and and the caliber and you know the passion that our young athletes play with oh Filipino coach coach Bing would be coming in he's been here a few times already so he he he knows what to expect and uh he's excited he's always excited to come here coach Hernando from California he hasn't been out here but he does have Filipino Roots so nice yeah so he he's looking forward to it he did meet some of our kids back in another Junior National trip we went on so he knows what to expect okay now it's one thing to actually say we're putting a camp together and we're giving you know we're teaching the fundamentals you may play a couple scrimmages and have fun and everything you also got an Invitational coming up as if you didn't have enough on your plate already you're also putting you're also putting together a real high Cali tournament yes we are the week after Camp ends uh we look forward to we're having our first Invitational and we invited some teams from different countries so hopefully they all will be able to come we do have two confirmation one from Japan and one from Philippines u8 and u15 groups females and males uh feo rules with the shot clock so we look forward to that nice okay ladies and gentlemen watching this right now I know every every athlete says I live in the gym Jimmy ye actually takes that to the next level I mean I mean it really is you know your livelihood your passion you know um your you're so genuinely uh devoted to teaching young people uh to not just be outstanding athletes but to also make Good Life Choices yes absolutely man at the end of the day to make a positive impact you know just the why impact yes exactly hence the why right so and then just the belief right you could tell a kid I believe in you but to instill that like it takes time it takes skills you know the relation ship what does it mean to you as a coach to actually see when you know you can talk to a kid like so many times and you know um you know make them run laps until you know they're tired and everything like that but to actually see them Buy in and to actually see them achieve and go beyond what they thought they could do yeah man that's that's the best feeling you know and it's not just about basketball too it's just about life after graduation and you know over these years we still stay in touch with a lot of our kids and it's it's a blessing and you see them grow and become better you know it's like perfect exactly what we want and that's that's definitely why you get
