thanks for watching I'm Lester Hol please take care of yourself and each [Music] other K TV8 first on Guang [Music] half a day and good evening welcome to kuam news weekend edition I'm mitsuki hiyama so glad you could join us what did the feds plan to do with the illegal gambling investigation that implicated multiple local law enforcement kuam provided the chief with a breakdown of the Guam police Staffing for the officers only identified in the case by their initials as Nick dogado reports the top brass admits he is not going on a quote fishing expedition to track down those cops saying he will wait for the feds to give him the names if at all allegations of cops involved in online illegal gambling while on duty the case unfolding in 2020 and court documents only identified three by their initials sources within the Guam Police Department confirmed the names of the four officers in the Secret Service investigation are Jesse ciclas Lieutenant Felix kamacho Captain Troy lazama and Hector Medina police chief Steven Osio telling Senators at a recent oversight hearing there are several officers with those initials in his Department an official radio code listing signed by the top cop in February detail his Rank and file with those initials ku's Destiny crw asked the chief about it three were with the initials FC including a lieutenant a major and a police officer one then you only have one with the initials TL and finally two with the initials hm one a police officer 2 and the other a police officer one so with what do you plan to do with this information factual information as you would say that we're providing now you know uh when when you say that we have people with three three people with these initials one person with that initial and and three two others with that initial you know uh that's not factual information you know factual information is when uh the Secret Service uh uh wishes to provide me with the the names of the officers that they're investigating that's factual information you know right right now and I've and I've said this during an oversight hearing uh I did have a discussion with the Secret Service and they've had a discussion with the US attorney and uh they have no uh uh concerns about uh releasing the names to me but unfortunately when those names are going to be released to me I don't know the chief adding he is quote not going on a fishing expedition to get the names of the officers being investigated he admits he's leaving it up to the feds during that same oversight hearing the chief compared illegal gambling and fighting to games like bingo I just made a general statement that you know there's all types of gambling that go on in communities and uh you know we talk about these officers uh the the one that was named and the three that were unnamed you know and they talk about uh illegal gambling but you know I have not had a nobody from the secret service has come down to to me and say this this is why this is illegal this is why this activity is uh you know uh violates federal law KU ask Lieutenant Governor Josh Torio about the chief's remarks the chief of police compared illegal gambling to which some of his officers are accused of um and fighting to bingo what do you have to say to that I wouldn't do that myself uh you know Bingo is a little different they're all uh maybe to his point of course all of them involve uh a game uh but you know I mean there's you know Public Safety officers have standards that they have to uh deal with uh I think that the case dealing with the law enforcement officers and online gambling is a little confusing U because uh I think that maybe a lot of people don't understand exactly what the law is but uh I would expect that the chief of police would have his Internal Affairs offices officers look at this Toral ads officers should feel there is fairness in the department and should use the necessary process in place to blow the whistle if needed we have a joint interest in rooting these bad uh cops out we see it in the drug industry because of the amount of money that's involved and the allegations obviously with gambling and the money that that um lure that incentive to turn a good cop to a bad cop attorney general Doug moand also chiming in on the illegal gambling investigation Bad Cops Bad lawyers are bad people they're law Breakers they need to be rooted out um in order to preserve the integrity and the respect for re laww enforcement officials and I of all people um support the Guan Police Department the good officers I support the chief of police his decisions that he has to make both as a manager of his organization as well as one of the law enforcement one of the top law enforcement officials in our community this uh gambling issue this uh you know these allegations against police officers who use their positions uh to break the law uh we are aligned with going after them the officers ident ified in the illegal gambling investigation remain on duty despite claiming to not have the names of the three only identified by their initials the chief told Senators an internal affairs investigation is underway speaker T Tes teris Bill 265 receiving resounding support during a public hearing recently the measure seeks to provide tax relief to Property Owners of one family dwelling zones and agricultural zones amid a looming islandwide property revaluation it's a government sponsored theft that's what one supporter calls the looming islandwide property revaluation that's expected to worsen the already High Cost of Living that's how I see it it's government sponsored theft oh I'm going to put taxes on your land and then later down the road if you can't keep up I'm going to take that land it's government sponsored theft Ted wood Maris bang CEO and co-founder of Pacific nesian equities speaking in support of speaker heri Bill 265 the measure would defer increases in the property tax assessment for property owners of one family dwelling zones and agricultural zones until transfer of ownership I just feel like this is not the time and I feel like we have excess revenues that we seem to be able to use for things like tax I mean payroll raises and many other things despite the legislature removing funding authorization for a real property tax assessment from the governor's fy2 for Budget the speaker says the governor and lieutenant governor are moving forward using $2 million from American Rescue plan funds activist Mona Flores with P Len sharing a similar concern I was shocked to find that the governor was using emergency relief funds uh to spearhead this land evaluation and I did see it as a a friend on the uh just mentioned as a is a publicly funded um death sentence in a way you know for people who wish to callam home but who can't afford to stay here and are forced to relocate or or forced to sell their their property farmer Jay Canada adding The increased taxes would hurt the already struggling Farmers if we do the property taxes assessment and enforce the taxes you're going to lose a lot of farmers cuz we're barely making it if you want gu to be sustainable if you want gu to produce his own food and products don't hurt the farmers that's all I ask some like roor Gina Campo is recommending the bill to expand to also include all residential owners and undeveloped land owners by law a revaluation of all property values in Guam is to occur every 5 years the last revaluation was 10 years ago in 2014 to 2015 amid Federal and local officials raising the alarm on pasas is the bottle water safe from these forever chemicals in an effort to ensure bottled water is contamination free Senator Sabina Paris introducing Bill 269 which seeks to standardize labeling and testing of bed water physician Dr William Weir testifying in support of the measure I think this bill is essential um so that the people of Guam do know what is safe to drink and what isn't gwa has continued to put out statements that their water is safe to drink um all the time knowing that it contains significant levels of carcinogens this is unacceptable but the Guam Environmental Protection Agency asking to reconsider the bill altogether as would be a costly and confusing mandate EPA spokesperson Nick rupley generally speaking bottled water is a sealed commodity is regulated by the Food and Drug Administration it is also the agency's understanding that public health May possess the local oversight and compliance and enforcement capabilities to hold another public hearing with Public Health at a table our flight of the Seck series returns with promising news Regional correspondent M Monona traveled to Kansas last year to document the E the effort to reintroduce the bird into the wild now it's another step closer to becoming reality here's [Music] more it was last July when kuam traveled to the Cedric County Zoo in witto Kansas to capture the cak recovery program's International effort to return the Guam king fisher into the wild almost a year later the process begins again with a female chick hatching at the Kansas zoo we have a chance and none of us should give up as this team of Partnerships have not given up on the Guam SE hick the first chick hatched from an egg transported from Cincinnati Zoo in Ohio there are nine zoos across the US taking part in the breeding program for the hopeful release on Palmyra atol this year Palmyra is the solution to SEK survival and it provides us the next steps towards getting our own Birds returned to Guam one day we're very hopeful but first they'll make their Journey from Kansas to Palmyra taken care of by a team of specialist bird Keepers working around the clock to hand raise up to nine chicks the last wild siding of the SEK was in 1988 there are only 141 Guam siic left in the world all under human care there are just 45 breeding females left are working with live animals so anything can happen um if there's a delay or something that they have to deal with the teams are so versed at doing so we'll we'll have to do a bit of wait and see at times there's been suitability studies over the years captive breeding efforts tons of meetings and teams on the ground literally moving Precious Cargo across more than 4,000 miles to their final destination it's a huge of your favorite commercials to work on um just after we moved into this building from the old chalm Pago rat trap into this building and we had new uh modern equipment and a you know new new hallway I remember contacting uh they they wanted a new Island news open so I contacted Herman choso and we set up This brilliant shoot where he was on his his aerlex his steady cam at the time which is a which is basically holds the camera so that you can walk it uh without you know without without it's a solid Zoom it's now any 11y old has for 40 bucks exactly exactly but at the time it was the sort of thing where he had to wear it as a cage basically and he walked along the hallway uh of kuam and we had K employees just walking past zooming in and we had pictures flash flash flash and it finally ended up back here in master control zoomed into the screen and which became you know hey K Island news I really enjoyed doing that I have had such uh I have had such uh a joyous time over the past uh so um coconut is very significant to the choral people or um the maranas islands in general any Islanders um fish and coconut were the only resources we had back then so um we found every use for the coconut that they could and so we called the coconut tree chungkun nuk the tree of life it provides us with so many resources from um using its leaves for shelter and um baskets um any type of weaving thatching um and then using the coconut for food drink um to survive um the coconut already has so many medicinal values to it um uh drinking it and then eating it and then also whatever you make out of the coconut you can use as medicine typically when you make oil it's used a lot in medicinal ways very important for us to preserve our culture already I feel like um it's already been diminishing Like Me growing up already I'm part tomorrow and I can't even speak it I can understand um if my elders are talking I can get the gist of what they're saying but I me myself can only point out words it's not form full sentences and so I think it's important starting with the language but also other aspects like um our values our traditions and also our way of life like um um making coconut oil making coconut candy the traditional dishes it kind of food brings people um together in way so that's like kind of the easiest and fastest way to be in touch with our culture is through the the food and the dishes that we make um I want to say I do I know there's a lot of um organizations especially nonprofit organizations um headed by people of my generation Our Generation Um my age group that are very passionate a lot of the people that I surround my um surround myself with are actually very passionate about preserving the culture most of the friends that I have um that are studying at uog are doing choral studies and doing ecotourism and all those things to try and uh try their best to find a place to start um preserving our culture in their own uh different types of ways so I think that our generation is really trying their best I'm I know I'm starting to try my best just working here um surrounding myself with um this family that we create here already I feel so enriched in my competing there in the event that I got golden there was Australia New Zealand FSM I want to say maybe palao but those are the ones that I think I was swimming against in the final heat that's a pretty serious heat I think I just need to learn from the fact that I missed it by that much and I just need to see where I can improve and where I can work on my underwaters like maybe holding out a little longer going out a little easier it's just fine-tuning my Strokes okay and then Izzy you brought home two pieces of Hardware yes like the bronze and the silver how satisfied with you with your with your performance and what did you learn about yourself as an athlete out there I'm pretty satisfied what I learned is that I need to take it out harder in some races and that my underwaters are pretty good now okay and that I just need to try harder sometimes in the 200 freestyle I was racing against palao um it FSM and then I know it was three Australian guys that's a pretty game heat man yes okay what do you have to do different next time like and and how are you preparing for like the next big event I just need to swim harder and change my diet up cuz my diet's pretty bad right now okay we always talk about food you guys you guys were telling me about your Assa bowl last time Amaya you were saying what bananas and bananas granola and honey and granola okay Izzy have you finally tried the asai bowl cuz last time I talked to you guys at the airport before you guys took off the DOA you hadn't tried one the one ingredient that you can't live without honey bananas and vanola I never had one never iar I tried it in Doha actually I got it with with Jimmy our teammate he he got me one with like bananas I think strawberries Oats honey and then I forget what else but it was really good yeah crazy you live in that was pretty crazy but it was really good I liked it all right am my what do you what have you got like in the future as far as you know what events you're looking for like how you're how you're training and how you're getting ready for the next the next phase I'm definitely still working on my butterfly 200 fly especially we're working a little more on 100 fly my coaches want me to do 200 IM but we'll see how that goes but I think they're just really trying to push me to be really good at the 200 fly cuz that's going to be my main event and you you've been doing the the 200 fly you did the you competing that in the Pacific games uh you did that in Doha and everything like that what is it about the about the butterfly that you think you know your own technique of swimming really really takes to I think it's just they've been working on my technique in butterfly for so many years that once they saw that I could at least hold it out for 200 they just decided that since it's such a difficult event to swim that it'll be good for me if I just work really hard at it okay and then guys you know like of course we were really really gting for all you guys to make hopefully make the team where we can swim in Paris but are you guys looking forward to 2028 in La definitely we're working on that now actually it's always it's really it's really nice to have a goal that high that we can shoot for so we'll definitely be working really hard until 2028 what advice would you give to like young people right now who like have never actually tried swimming and said like you I think I can do that too that looks like fun in the beginning I think most younger kids will find it fun and then they start working and it seems to get a little harder but everything always gets harder the more you work at it so if you really want to be good at swimming just keep going because eventually you'll start seeing the time drops like for me when I was younger I really wasn't super duper fast until I started doing more competitions and then eventually I started seeing some serious time drops so if you just keep working at it eventually you'll see your progress and it'll be really rewarding what is the one the one accomplishment the one Victory that's alluded you guys so far that you really just the the one thing that you really strive for the one thing you really want to do I'm really trying to get the 200 butterfly open record for Guam I think I almost made it I might be I might still be like 2 seconds off or something like that but I'm really pushing to make that and then eventually go under 30 seconds or under 230 I would like to have the 200 IM record and I would like to have under 53 for 100 free so I just got to work on that St
