WHAT YOU SEE HEAR IS THE RESULT OF ILLEGAL DUMPING ORGANIZATION. THE OWNER HAS BEEN DEALING WITH FINES AFTER FINES AFTER FINES, BUT HE SAYS IT IS NOT HIS FAULT. IT'S A RECURRING NIGHTMARE FOR DELI OWNER. >> SO WHAT WE'VE GOT IS STUFF LIKE THIS. THE CRAZIEST PART TOO, THIS IS MINOR IN COMPARISON TO WHAT WE DEAL WITH ON A WEEKLY BASIS. >> Reporter: JUST LOOK AT THESE PICTURES SHOWING PILES OF TRASH RIGHT OUTSIDE A BUSINESS HE OWNED ON SAN PABLO AVENUE IN WEST OAKLAND MORE THAN SEVEN YEARS AGO. >> WE HAVE EVERYTHING FROM PEOPLE CHOPPING THE LOCKS ON THE DUMPSTERS. WHEN WE PUT IT OUT FOR SERVICE, PULLING ALL THE STUFF OUT, WHEELING IT UP THE STREET TO WHATEVER BUSINESS OR RESIDENCE THAT WANTS TO GET OVER HERE AND TO PAY DOUBLE SERVICE. >> Reporter: HE SAYS HE'S BEEN DEALING WITH THIS ISSUE FOR ALMOST FIVE YEARS. THE RESULT? AN OVERLOADED DUMPSTER. WITH THAT HE SAYS IT IS ALMOST $10,000 IN FINES SINCE 2021. >> THE BIGGEST SLAP IN THE FACE IS WHEN THEY SEND US FINES. THEY SEND US BILLS FOR DOING THEIR JOB, THAT'S UNACCEPTABLE. YOU DON'T PUNCH DOWN ON SMALL BUSINESSES WHILE THEY CLEAN UP YOUR MESS. >> Reporter: THE CITY SAYS THIS IS NOT A BILL FOR ILLEGAL DUMPING. IT'S RELATED TO PRIOR YEAR FEES AND LATE PENALTIES OF THE LITTER FREE PROGRAM. IN A STATEMENT, THEY SAID THE DELI FILED AN APPEAL FOR THE 2024 CHARGES. THE CITY APPROVED THIS APPEAL AND REDUCED THOSE CHARGES BY 90%, REFLECTED IN THE $910 AMOUNT CHARGED IN 2023, LOWER TO $91, CHARGED IN 2024. THE ORDNANCE AIMS TO ENSURE THE CLEANLINESS AND SAFETY OF PUBLIC AREAS BY IMPOSING A FEE ON BUSINESSES TO PRODUCE EXCESSIVE EXPOSABLE MATERIAL THAT END UP AS TRASH AND LITTER ON THE STREETS. BUT JASON SAYS HE HAS BEEN IN COMMUNICATION WITH THE CITY. HE'S REPORTING THE ILLEGAL DUMPING OPERATION, ASKING FOR EXTRA DUMPSTERS. >> WE HAVE THE RECYCLING, THE COMPOST. ALL THIS OTHER STUFF. WE DO IT BECAUSE WE CARE. IF WE DON'T, IT WILL GET WORSE, BUT THIS COSTS US MONEY. MONEY THAT WE DON'T GET BACK.
