hello good morning and welcome to this webinar today my name is peter hartwick i am a head of unit in the european commission's directorate general for research and innovation today's webinar is dedicated to coordinators and benefit beneficiaries or better to say to future coordinators and beneficiaries of grants in horizon europe so you are a group of very successful people today because you have passed a fierce competition and you were successful your proposals were evaluated and you are now about to enter next phase we will enter in contact with you and you will start preparing your grant agreement and today's webinar is dedicated to the technical details and all the obligations that yet have to be fulfilled in order for us to sign your grant agreement so that then you can start implementing your projects and of course charging also the costs related to the projects the we have published an agenda so we will start with an overview of the whole process of grant agreement preparation and we shorten it always saying it's the gap process then we will have a presentation from our validation service related to the obligations for registering and validating the legal entities before we can sign a grant with you we need to know that your organization is actually illegal entity and what what kind of categories it belongs to this also will cover something that is called the financial capacity check but we will talk about the details later we will hopefully have a short coffee break and then we spend a few moments on the so-called description of the action that means the technical annex to the grant agreement that you will have to prepare based on the scientific technical content of your proposal and finally we will spend a while on the legal and financial aspects related to the signature of your grant but also later on to the running of your grant agreement this is a hybrid meeting meaning that also on our side some people are present here in our new studio and some of the presenters do this from home for us it's also the first time we do this so please bear with us if there is the one or the other little technical issue in between but we keep fingers crossed that everything goes very well this meeting is live streamed so we expect many participants so that it's not possible that people can actively be involved and ask questions orally but we have of course a back channel for reactions from the audience and for asking questions which is slido so when you follow the meeting please open in parallel the slido and go and use the hashtag hash that is hopefully presented in a moment on your screens if not i will also read it out to you so it's c-o-o-day g-a-p it's the abbreviation for coordinators day on grant agreement preparation and then you can start already now immediately as soon as you have a question putting in your questions and we will then have a short interruption after each section and reply to a maximum of your questions if you see that your question or a very similar question is already there please don't put it a second time but simply like the question that is already there and then we will go through all the questions in the sequence of number of likes so that we start with the most popular questions and provide our replies like this and i think yeah one more last comment this whole session is recorded so that means for colleagues that cannot be present today here there is always the possibility to watch this afterwards on our youtube channel and with this i think i can stop my introduction and i hand over the floor to my colleague petrus belsis who will start with the first presentation on the overview of the grant agreement process please petrus hello and welcome we will go through the process of the grant agreement preparation we will have a presentation on the main aspects and then also some a little hint on the technical things how you can do the things that we will present okay thank you so the grant agreement is the outline of my presentation we will start with an overview i will show you how the processes are working we will introduce the need for roles and access management settings in the system we will show you in brief the new elements that are required for you to do in comparison to what we had in horizon 2020 so there are some changes and then we will briefly discuss and a small let's say a guiding through the technical aspects and the tool here you can see the overview of the grant management life cycle the grant agreement is a small part but not let's say it's equally important so you can see starting from the publication of the call and then your preparation of the proposal that you have already seen this part of the process then once you receive the letter with the evaluation and the comments from the experts you start the grant agreement preparation and through this presentation we will show you the main things that you have to do it is a well-defined process it has a timeline that we will explain in short in the next slides it has some requirements that you must be aware in order to respect all the things and to prepare all the data so that you can submit and then the grant when it's signed you can start with the the actual work for implementing what you have described also in the proposal so in the main principles we have established a single gateway for all the exchanges during the lifetime of the project and that is the funding intenders portal that you are already aware so you have seen already the preparation of your proposal that goes again through the portal you you may have encountered also the part that you register your organization and you set up the main attributes that are related to your organization in brief we have a deep integration of all the tools and services so you start from the portal and no matter if you want to set up something for your organization you want to submit a new proposal you want to to manage your project later the reporting when you go ahead everything goes through the portal and all the tools that may be behind they are integrated and you have a uniform experience we have common business processes which are essential and then everything that is related to your project starting from the definition of your project and the rules that the principle and defining also the preparation of the grant agreement or the reporting you will see that all the the common rules that are there for the program they have been implemented through business processes that and and i support behind it in general the everything is electronically signed so the documents that you sign at some point they are sealed they they are they cannot be altered anymore i mean if you need to do something to change something for your project you need to create what we call an amendment so you need again to to start in defining and then the the the documents are finalized and they enter into force for and they are binding for both you and for us we have established the digital signatures on all the formal documents so there is no more need to have bluing signatures so we just signed electronically that's why it is very essential to know that we do not allow to share the accounts because everything that goes with your account means that you can sign and you are legally bound so it is not suggested that you share the accounts but when needed you can create multiple let's say accounts and assign different accounts for different persons and you you can assign the same role to them if they are acting with the same privileges we have a single common document repository which means that for all the lifetime and for years after as long as you have access you can always have access to these documents that are related to your project by through the process that we have defined in the system we always trace the actions so we can always see who and when something happened an action that is related to important let's say legal legally also bound actions in the project so everything is audit trailed and we can later trace it back and find when and who did what in the system the business rules of course they are implemented in the iit tools and we always are there to ensure compliance with the definitions and whatever is defined in the program guide of and the legislation of horizon europe so the acronym you will encounter it so we by gap we mean the grant agreement preparation so this is an acronym that sometimes will be used throughout the presentation it is the the process preparing the the signature of the grant agreement it is a well-defined process and it has it is time-bound so we have a very specific time frames that we need to respect the that is a requirement that comes from the financial regulation so the financial regulation defines that from the time that the call has closed until the signature of the grant agreements for the proposal that have been successful the time frame needs to be eight months in maximum but as you understand in the meantime there is a very complex and difficult process because we need to go through all the proposals that were submitted to evaluate them to to to define the experts that will review them to have the later the outcome and create the list of projects that are successful to be funded so usually for the evaluation of the proposals and reviewing them we we need at least five months it is also a very challenging deadline but in general we we respect it which means that you have three months left to prepare your grant agreement the the definition of what is needed to do in the grant agreement preparation it is very specific so it is enough time for you of course with the considering that you will be also reacting on your side when it is needed then as after you have signed the grant agreement you can accept to the to the to the grant agreement by signing the accession forms for its beneficiary and you can receive the pre-financing start the the actual project implementation so what we would suggest because there are specific deadlines as we mentioned so you need to align yourself with the deadlines that you will also be informed when you receive the email for the with the results of the evaluation so you need to respect the deadlines there are some exceptions only for projects that are from the erc the european research council but in that case always you don't need to worry it will be mentioned in the email that you will receive so you need in cases because something sometimes unforeseen things happen you need to be always alerted and to notify the counterpart which is in your case the project officer always so in case something happens unforeseen you need to inform your project officer and if necessary of course you you need to propose an alternative plan something to manage the risk if it has been if it was unforeseen and you you want to to react you need also to be aware that non-respecting the deadlines could lead the termination of the grant agreement and then you will not receive the funding and your project will not be funded in here you can see a little let's say more detailed overview of the of the timing so from the moment you receive the invitation and the results of the evaluation of the from the pro from the reviewers you need to have let's say you need to consider three weeks in general to prepare the data in the system in the meantime as you will see there will be several checks also on our side and also you can also do changes or you can if you have questions you can always contact the project officer after this first introduction of the data you can submit to the project officer even if there's some let's say details missing or something so that a review can start within within a week the project officer will reply maybe there will be an exchange of usually it takes one or two maybe three for most of the cases exchanges between the project officer and and you your side the consortium to clarify things and in order to submit the final data as you see we leave a specific time frame you need to also to allow to have at least one month let's say in general from the time frame that we discussed the maximum of three months because there in many cases issues that will be identified by the experts in cases of ethics for example if you are doing research on on human cells or something that is bound by the ethics legislation in that case if it is your project let's say having to do with specific medical or other related data subject to ethic review it it might need to consult the member states and that takes at least a month so please the faster you can be reactive in maybe in most of the case you will not be considered for that but in general we say that the faster you react the better for everyone to respect the deadlines here you can see an overview of the different steps that are part of the grant agreement so once you receive the invitation we start the grant agreement preparation then the the next step is to start this is also in parallel going with your actions so for the participants the beneficiaries that have not been yet validated by the validation services the this process is also automatically triggered so your legal representatives need to be appointed and other documentation needs to be provided so that you can you can be validated in order to be able to be funded in also the the legal representative needs to define some roles we will have a detailed explanation later so you need to set in the system roles that to assign the persons who will be able to sign for you the financial declarations when needed or the signature of the declaration of honor and later of the accession form for the beneficiaries and of course for the coordinator the person who will sign will submit the data and will sign as a representative of the consortium the grant agreement then of course while preparing the data this is a well-defined process again you need the data that you need to provide there are some for policy reasons that and many of them you have already started to prepare in the proposal but here the change is that we have some tables so they become more structured the the process is more detailed and the data are more let's say fine grained so you need to to fill some tables instead of providing us with some text but in general if you move parts from the proposal to the tables and you remove also from the non-structured parts from the text the the data so that you don't replicate them this is all that you are asked to do as we said then the next step is that you can already request from the project officer to review the grant data there could be iterations in case some data are not full completed or they are missing something or you need to correct in our side they are also in parallel we are running some excellent controls some checks also especially for example as an example we could give that we check the financial viability of for example of the coordinator who is a very important role in order to receive the funds and later disseminate to the beneficiaries we make sure that we have reserved the funds and we prepare the award the decision so once everything is completed the coordinator is the first one to initiate the grant agreement signature so you you will assign the electronically as we said the grant agreement then the commission counter signs and then you the all the beneficiaries need to sign the accession forms and of course you enter into the pre-financing and then your project has already started the main principle we have the non-negotiation approach so your proposal is taken as is you you don't need to change anything we have a very competitive reviewing of the proposals so the proposals are evaluated based on the merit and not on their potential so the the grant agreement also is prepared on on the basis of the proposal which was selected for funding you sometimes of course you receive comments from the experts what that what you could improve but we do not require that you necessarily do changes you are you are free to to improve let's say areas that the experts suggested but this is not necessary but there are other changes that will be necessary of course so there are changes that require required to meet legal and financial requirements for example there could be a change in the status of an organization which could impact the the funding rates there are other requirements that are obligatory to to change so if the experts had identified that your project is subject to ethics or in specific areas of security that you you need also to maybe in that case you will also have automatically you will find automatically that a deliverable has been added for you for ethics and security if applicable there could be changes due to the removal of participants for example if a participant cannot or there is something else that prohibits them from participating in the project but that is a more let's say delicate case because as you understand removing a participant can impact very much the potential of the consortium to implement the project so it has to be agreed of course in that case you need to consult with your project officer who will approve the change or if there is something else they will notify you of course there are some kinds obvious inconsistencies or some clerical errors so there could be typos that you could correct and we need also to emphasize that saying no negotiation does not mean that there is no control so on our side we are doing also eligibility and viability for example financial viability checks or there are also anti-fraud measures on outside and risk-based controls which are carried out in order to ensure that everyone and everything can go as long as we know to the extent that we know that it can go fine you need to be also very aware that non-compliance or serious breeds or negligence for applicable rules can lead to termination of the grant preparation and of course in that case if if you have not you always need to be transparent and to be let's say respecting the rules otherwise it can in in very few cases of course can lead to termination of the ground preparation the what is the minimum configuration and what you have to do at least in order to be able to sign your grant agreement efficiently and correctly so the the minimum requirements is that every organization needs to have what we call the lear the legal representative which will be assigned during the validation process you you will define and then you will you will provide documentation from your organization you need the uh we always need to have a the primary coordinator contact with it's the person usually who has submitted the proposal so it's the person who will act for most of the actions on behalf of the coordinator and then you need to have one participant contact per beneficiary and the leader can appoint one legal signatory one person who will sign the legal documents and one person who will sign the financial documents for his organization of course these are all so it could be the case that you could have one person assuming all these roles for example the leader can assign you know you can sign legally or financial declarations so in as we said we had defined everything is electronically signed there is this kind of what we call chain of trust so you can manage the roles and you can also have multiple persons having the same role what we need only to to make clear is that a legal signatory for an organization means it's a person who can sign legally documents for any project in your project you need to define also which of these persons having that role will sign for you so we have what we call the project legal signatory so it's an extra action that you need to define within your project to to say that from the available legal signatories if there are more than one this person will act for our project here you can see a little an overview a diagram that shows how it works so the grant agreement with the commission starts when you are in in when you are informed are bought above the grant agreement you enter the data in the system then the coordinator and the beneficiaries sign the declaration of honor when the grant agreement is ready the project legal signatory for the coordinator signs the grant agreement the commission counter signs and then the project legal signatories for the beneficiaries need to sign the accession forms we will just show you something that is new required for horizon europe projects it's a task that impacts the lear but it's not to be performed directly i mean it's not a part of the grant agreement per se so it's not somebody who's working on the project will do this it's a task by the year but it's very important because it can block you later during the grant agreement preparation so as you know there are some requirements in every program and in in this case in horizon europe a new requirement is related to what we call having a gender equality plan this is a requirement that maybe for you for many of you which are already now in the grant agreement which means that your call was already evaluated and closed within 2020-20 does not apply yet but it will be obligatory for all projects that will enter the grant agreement and their call will have a closure date within 2022 but it is essential also to know so you need to know to notify your leader that and you know also that your organization for specific types of organizations if you are a public body a research organization or higher education institution in the member states or the countries the associated which participate in the project then it is a requirement in order to be able to participate in horizon europe to have a gender equality plan so you need the this is the task that needs to be performed by your legal representative it's not by you but you need already to warn them because maybe if you don't have it you will be later blocked during the grant agreement preparation what you have to do in order or your leader has to do so you need to enter again in the portal you see here with the numbering we have the the number one you enter in my organizations on the left side then you select your organization and from the actions you enter to modify the organization then from the different tabs that you have different selections to for data you need to select to modify your legal information and by editing this legal data there is an option on the the bottom of the page that says change the acronym for the gender equality plan the the requirement to define the gender equality plan is of course you have just to answer if you have or not but it's not only that we need to ensure that it it fills the a minimum set of criteria you need to have at least the four fundamental parts the the main blocks what we call that a gender equality plan needs to fulfill if one of these is not set to yes then of course again the the yes no question will then automatically to know so you need always to ensure that you fulfill this criteria please read all the information and answer carefully and of course you need also to you you know that the requirement as you will see also is to have it somewhere as a public document so later failure to to provide the gender equality plan if you are if it is requested it will result in exclusion from the list of successful applicants or if you already have started the grant agreement it may terminate the grant agreement the second thing that you need to be aware is the the new organizational status also that is linked to what we call international european research organizations if it concerns mainly to define if your organization is an international organization and if it is of course you will be needed to provide additional documentation but in that case you also have to show if you are international european research organization if your organization has already declared in the legal data that you are not international organization then you don't need to do anything but in cases that you have not defined if you are international organization you need to to do so you can you just need to say no if you are not and then uh you need also in cases when you are international organization you need to show if you are this international european distress organization or shortly era there is a flag there you just need to set it the only issue for you is that if you haven't said anything you have not replied if you are or not in the nash organization then we cannot know and it is important in many parts of the horizon europe it has implications in the eligibility or in the funding so you you will in that case be blocked but if you have defined already that as i said you are not international organization then no further action is required from you this is again how you can do it edit again you enter the legal information in the organization data and then you edit and you define yes no to the respective questions of course there is in case you want to know the definition as it is shown here in the slide you can enter this informative button and then you can see if it is applicable or not for you in brief some technical aspects of the how how you can also do some basic things a very short walkthrough we also have later together we have another very interesting for you presentation for the description of action where we also go a little more into some technical details but just a brief overview so in that case you see again in the left page you have always you manage everything so if you want to manage your organization your proposal your project in that case you go to manage the project that you have and here you can see a little we will just walk through the different menus to to see so you see on the upper part we always have what we call this the metro line you see that some are already colored some are not yet the different colors have to do with the state that we are so we are almost in the middle and and then you have the next steps for example that are with the gray color to be performed on the left side of here you see that you have the basic data for your project so the duration some the type of action the acronym of your project then you can always access the latest legal data related of course to the project in your organization we have the processes that are active for a project for example in in our case we only have still the grant agreement preparation once it is signed you will see this will not be active anymore but you will have also new actions that will enable you to manage your project later reporting this is the document library so all the documents related to the project can always be accessed from here the communication center where you can launch interactions with the respective services with your project officer or the help desk and archived prices processes which have been already completed so here you will see the declaration that you have to sign and and the grant agreement preparation you enter it by here for example this is a button available only to the coordinator once everything is ready you will be the coordinator will be able to submit and always on the last side you have here online manual which is a collection let's say of uh online help that explains you for the business process and how to do it and detail how to for for all the process not only for of course the grant agreement um so once you i will just show you again back here so once you enter in the grant agreement and you want to change something you enter it is transparent for you it is another tool but it is uniform the experience so you enter in another in the ground management tool where you will see the different tabs that you have to fill and just you this will be presented in the second presentation that we have today in detail uh just you you need of course to enter some of them will be only for information so you don't need to enter anything others they will require from you some data to to fill and complete here is the legend so you can always have there a sign on the top this means that there is something that is blocking you and you cannot later proceed or submit and then of course in sometimes you will see this information which means something is missing it's not blocking but it could become so always you need to be aware and to correct these errors so what we would just summarize what you need to be taken into account for attention you need to avoid repetition so when you enter in the structure part of the the into the tables you enter the data they not don't need to be repeated because you also need to upload the document with the description of the action that of course we will present in the next presentation later today when you have requirements coming from security and ethics then you always need to know that they are biting and you in some cases you need to also ask we need to ask the national authorities for their certificates to be submitted and in cases also if your your project is consent for security scrutiny and take away messages please pay attention to the deadlines so be always proactive if something happens inform your project officer they are there to help you be transparent if you face difficulties so please notify us and try also to come up with a plan and of course collaborate with us and the project officer who is your counterpart we are always there to help you so thank you sign yes so petros please join me here and we indeed have now at least 10 minutes for replying to the questions that came in from slido so can the colleagues in the technicians room please bring up the first slider questions thank you very much when is the approximate deadline for signing the association agreement if uk partners want to be full partners and receive a grant i think okay i can reply to this one so uh for the moment the united kingdom is not an associated country which means that the united kingdom participates in the projects and in horizon europe as a third country not automatically eligible for funding which basically means that the only possibility to participate is as so-called associated partner it is currently also not foreseeable when the association could take place so that means for the grant agreements currently in already in the state of grant agreement preparation and to be signed soon there is only the possibility for the uk to participate as associated partner can you bring up these questions again so the researcher tab it would be great in the future to foresee the possibility for the coordinator to access or edit and check the section for all beneficiaries actually this is due to data protection issues that's why we have not let's say we we allow the respective beneficiary to edit their research so this is the the reason why it is done for that maybe the next question why does the portal does not allow to appoint associated partners were packaged leaders or deliverable responsible if there were no restrictions on the call proposal yes this is this is correct what you mentioned actually you know the concept of associated partners is new to horizon europe and due to a technical issue it is not yet available we expect that it will be in the new release that will come in towards the end of february in the meantime i think if you are really forced to sign the grant agreement immediately you may do the change later so but but it will be allowed yes we know that and we're working to correct it so the pre-finance we are offered is much lower than in our expenses is that the negotiations right what is user so yes petros maybe i step in here so about the pre-financing uh of course the pre-financing in principle if we follow the financial regulation is a matter of agreement in the individual case we have general orientations for horizon europe that have not changed with regard to horizon 2020 so we would have to go into the individual case to see what what is happening there but the general uh reply is yes there are general guidelines and they are not different from horizon 2020. maybe to come back to the very first question and one uh precision on the participation of the uk so uk today is in the list of the so-called 2b associated countries together with a whole list of other countries for which the association negotiations are proceeding in a certain time frame okay next question our validation report shows research arrows and nationality etc do i have any way to find out which researchers are still missing so i can remind them petrus can you reply this should be obvious to the participant contact for the beneficiary so you can you can ask i mean the the person who is entering the data for the beneficiary should be able to see [Music] normally normally i don't know if this is specific issue but the beneficiary i mean it cannot be if you if the question is this for example the coordinator cannot see as we said again the the errors but you should check with the participant contact for this beneficiary in any case as you know it is possible either to retrieve the data automatically from the portal or you can manually enter so in any case you can always enter manually the data that are missing for a specific beneficiary okay next question if an association agreement is signed after the grant agreement is is it possible to change the status of associated partner to full partner with ec contribution i think the reply is in principle yes but and the bud relates to the maximum grant amount so that would in the first instance require of course an amendment because it's a change in the consortium and in the second instance it would require a rearrangement of the budget in the whole consortium to find the contribution for that additional partner we have no possibility to increase the maximum grant amount in this case and also we do not know the budget that associated partners when you are associated partner you can enter a budget that you need to find with your own resources this is not in our budget tables so it's only in the description of the action we do not enter into the system so in indeed you will have to maybe re suffer the budget but be between your beneficiaries which means that maybe you you need also to diminute the amount for others if you really want to do that next question how and when will the gender equality plan be checked for organizations that already are validated so in the first instance maybe we should repeat that for all the calls for which you are now in grant agreement preparation meaning that had deadlines in 2021 this is not yet an obligation so this is not yet an eligibility criterion it will become an eligibility criterion for all the calls with deadlines as of 1st of january this year but then of course the question remind remains how will we check and we pursue here in the first instance a trust-based approach which means the legal entity appointed representative of the organization has to reply a series of questions on the content of their gender equality plan and on the existence of course and we in the first instance trust the reply by the leader to these questions but this trust-based approach will be a comp accompanied by a checking reviewing possibility based on sampling so we will do random sampling or sampling based on risk considerations and then we will have deep checks on the organizations that are hit by the sampling so to say next question do partners need to fill in the information in the tables with the researcher information themselves themselves if yes how we can only access an edit coordinator in full petros can you reply yes there is a tab that eit project no no wait there is a tab that is called the researchers and it is available for for every different uh beneficiary so you need to enter the values for your organizations you if you are the coordinator you can only enter the research for the coordinator but we have later in the description of action we have a detailed let's say a screenshot we will show you how to do it so you maybe you will get the answer visually also there in the next presentation in the a little later today a number of vip kick projects are voted right now in liber falling around europe and this is very specific i think to to the idea so so yes maybe to to reply to the iit kick question uh the indicative audit program is under preparation and will be published possibly towards the end of the year because the horizon europe audits will start only next year on this particular question on eit we we we cannot give very detailed replies here because none of us here is the experts so we might we we see who asked the question fortunately and we will come back to the person directly we still have two three minutes to go through more questions okay where can we find an additional explanation about using average personal cost as unit cost can we just choose this as an option without approval from the commission i would suggest we postpone this question to the last presentation and the round of questions because we will have a presentation on legal and financial issues where it might even be touched already in the presentation next one if the uk has to be an associated partner can the lead work package lead tasks be responsible for the liberals reply to all questions yes with the caveat that we said that we have a technical issue for the moment to insert in our system associated partners as work package leaders but this will be solved very soon and then it's possible when do we have to submit the cfs also this question i would suggest we postponed to the last presentation that it may already be covered by the presentation next one third country's participation a plan for the protection and enforcement of ipr is requested what extension is recommended for that plan is there a template i think there is no template you just need to to explain there will be this is an issue that you will need to explain later during the reporting periods there will be also questions specific to related to how ipr is in the interest of the european let's say a union in case of exploitation in third countries but we have in the reporting template and so far there is no foreseen i mean not the reporting template in the reporting system you will find specific questions to be answered it is not foreseen yet to provide something like a specific document but that you will get in contact with your project officer okay and maybe the last question because we have to move on in our agenda what is the expected timeline for projects awarded under the ieic accelerator this is again a specific question to which we do not have an answer here we might go back in the background and contact the eic colleagues and come back with an answer later and i'm afraid i we cannot go through all the other questions they are not lost we will download them all from slido and we look through them and maybe build on this basis new faqs if they are of general interest so thank you very much so far for your interest and your interesting questions i would maybe also ask you many of you you did it already indicate who you are when you ask questions it is not an obligation you cannot of course stay anonymous if you want so but it will help us also in following up the questions afterwards and maybe even also add to your name the organizations you come from that would be very helpful for us many things and i think we have now to move on in our schedule and we come to the next presentation that will be given by two colleagues from our legal entity validation service so i would welcome alina unguriano and alberto romero and they will tell you everything you need to know if your organization is not yet legally validated and in case you have to provide data and documents for financial capacity check so please colleagues take the floor and start your presentation hello morning everyone my name is my name is alina angulano and i work in the central validation service and together with my colleague alberto romero we will take you today through the legal validation and financial capacity assessment this is the outline of our presentation we will say a couple of words about the central validation service then we will discuss your registration in the participant register afterwards i will take you through the legal validation process and we will also discuss about the appointment of the legal entity appointed representative what we call the leader and this concept has already been introduced to you by my former speaker afterwards my colleague alberto will present to you the financial capacity assessment and then we will finalize we will finalize our presentation by actually giving you some hyperlinks to guidance documents that you can consult well let's see in a nutshell what the central validation service does we verify the legal existence and legal status of entities we validate the leader at the same time we validate legal changes of validated entities requested by the legal entity appointed representatives we prepare financial capacity assessment for the responsible authorizing officers we also perform third country control analysis we perform exposed status verifications we assess universal takeovers of validated entities and we create legal entities and bank account files in cooperation with digibudge this is once again an overview of our main tasks and during today's presentation i will take you through um some of these main responsibilities um already presented in this slide here um we have set for you the overview of the validation process and this is a slide that will um appear in our presentation a couple of good times every time we begin the presentation of a specific section and you can see here that we will take you through the registration phase the verification and validation of legal data through the lear appointment and through the financial capacity assessment and we will start with the registration of your organization in the participant register so this is how the participant register looks on your side on the participant side and um some of you might already be familiar with this you can choose your preferred language in the sydney participant register however for um legal reference the english version will prevail and here you have the option to actually search for a peak if your organization is already registered or to register a new registration and these are the steps that you will have to go through in order to register your organization first of all there is a step called identification or duplicate check and here you can introduce your legal name or the vat number um so that you can identify um if your organization is already registered if not you can move on with your registration and you can introduce your organization data which means the legal name and then the legal address and then the third step um refers to the legal information of your organization of your entity and here you can introduce the legal status and the legal form of your specific entity and the fourth step refers to authorized users and i'll spend a couple of moments here because this is the moment during your registration when you actually have to introduce the name and the email address of the self registrant and the backup and here the system actually gives you a warning that it is highly recommended to add an authorized user to access your organization for backup function so please keep in mind that you can add a self registrant and you can also add other persons as backup because the self registrant is actually our contact point so the central validation service contact point before and throughout the validation process so on your side we need someone who's actually replying to our messages replying to our questions of clarification and who's actually uploading submitting the requested documents into the participant register and once your registration is completed you get what we call um a new participant identification code so this is the pick number which is a nine digit unique registration number and this peak isn't it is in a declared status please remember declared means non-valid and this was um the um overview of the registration phase and now let's move on to the second um section of the validation process overview which is the verification and validation of the legal data three main points here registration data is verified by the rare central validation service before the signature of the gun for the grant agreement or a contract the legal validation of a participant in the single electronic data interchange area which is seidia is done once when the entity has to sign its first grant agreement or contract and finally validation is reused for future participations in new grant and procurement actions again very important validation is performed on the basis of supporting documents submitted by you by the participants and the validation is performed in accordance with the rules on legal validation leader appointment and financial capacity assessment and here we have actually introduced the hyperlink for you and we also introduced the link in our final slide with the um links to very useful documents that you can consult on your own and we um actually recommend to you that you read our rules on legal validation they are very useful for you to understand even better even further the process of validation validation of course is required for all beneficiaries and linked third parties and please keep in mind that for peaks of third parties which are frequently included in the consortium during the gap they must be introduced um in the grant management services system and now we are at the point where we discuss the legal validation and the legal entity validation comprises two distinct actions the first one is the verification that the participant exists as legal entity and that the participants data is correct and secondly the second action refers to the verification of certain special legal statuses that are used in the eu funding programs and for you i introduced here the definition of a legal entity which is any natural or legal person created and recognized as such under national or international law it must have legal personality and acting in its own name be able to exercise rights and be subject to obligations in case an organization does not have legal personality it is validated if um there are two conditions met the first one is to have representatives which have the capacity to undertake legal obligations on its behalf and the second one is that it can offer equivalent guarantees for the protection of the eu financial interests as a legal person in particular equivalent financial and operational capacity in case the organization does not have its own independent legal personality and does not meet the above criteria then uh this organization um has to use the peak of the legal entity to which it is associated and here i gave you two examples the one um the first one on the university department uh that needs to use the pick um of the university and of a branch of a multinational company that um has to use actually the pick of the company of the parent company of the mother organization so this was the first component of the legal validation and now we move on to the second one which is the verification of the legal status the supporting legal documents submitted by you also define the legal statuses of a participant and why are these legal statuses important and we can see here two points the first one is that programs may have differences in terms of funding rates like for example a non-profit for a non-profit entity programs or calls may establish specific eligibility criteria like being an sme or being a middle capitalization company so we can see here on this slide that the legal statuses have extremely important legal and financial implications in your participation in specific um in specific procedures and here let's see which are the special legal statuses that we're talking about so you can see private or public non-profit or for-profit sme mid-cap enterprise ngo civil society international organization research organization secondary and higher education establishment please keep in mind that some of these statuses are systematically checked and validated by the central validated validation service and these are private public um non-profit and for-profit and international organization and one subtype of international organization which is actually age 2020 international organization um of european interest the others are actually based on self-declaration or on self-assessment let's see um how you will receive in the participant register uh the requests from the central validation service um to actually upload legal documents in view of your legal validation and in view of your legal entity um appointed representative validation this slide you have already seen with my colleague petras before so this is how you can um log in in the participant register in order to modify your organization and once you are viewing the information of your organization of your specific pick this is how you will see the new messages that you will receive so first of all here you see a first message from the central validation service with a request for documents legal validation documents and lear validation documents and the documents requests for example here it's a document uh it's like a standard document request for a private entity so you're requested to submit a registration um fail form um which is legal entity form and the statute in order to confirm um the data that you have actually registered in the participant register then you can just add the new document that you need to in order to proceed with the validation now a couple of words about these documents that we are actually asking you for the legal validation first of all um we're asking for a legal entity form and for this legal entity form there is a template in the digibudget website and this needs to be completed dated stamped and signed by you then we're asking for a vat extract that has to be recent not older than six months and a registration extract that again has to be not older than six months recent and this is for private law bodies four public law bodies were asking a law degree decision then um foreign international organizations were usually asking for a copy of the international treaty and in order to confirm the non-profit status we're actually asking for the status these documents they need to be official which means that they need to be delivered by official national authorities they cannot be replaced by self-declarations or by sworn or solemn statements before a judicial or administrative authority and notaries or public officers so they have to be official uploaded by you as scanned versions via the participant register and in any of the official languages um a free translation in english is required for non-eu languages and now we move on to the next section that actually um refers to the um appointment of the leader once again lear stands for legal entity appointed representative and maybe before i start with this slide i will um just add that um there is a difference between what we call the legal representative of the organization and the appointed leader the appointed legal entity appointed representative so the legal representative is actually the person who can commit legally the organization who has the legal authority to engage the organization in its entirety so that's the legal representative of the of the of um of the organizations of a company it could be the ceo of a company it could be the minister of a ministry for example these are you know straightforward cases for um who is the legal representative of a specific uh of a specific entity that we are validating and in order for us to confirm the role of the legal representative of your organization so once again the person who can commit your organization legally we're asking for official documents that indicate clearly this specific person and also the role of this specific person um in your organization um like for example we might be asking for the active appointment of the legal representative in in your specific organization but now we we will discuss so we will focus on the leader the legal entity appointed representative so in cydia the appointment of the leader is mandatory so you need to have also the leader appointed so your peak your organization needs to be legally validated and to have a leader appointed what does the leader do the leader keeps an overview of all the proposals projects contracts that your organization is involved in it manages all the legal and financial information about your organization it manages the access rights at organization level and appoints the persons which will be able to electronically sign grants and contracts well sign and um also cost claims and invoices f sign this uh these concepts have already been discussed by um by petrus by the colleague who presented before very importantly you remember we were discussing about the self-registrant yeah which is our contact point before and throughout the validation process so the self-registrant can actually appoint backups so there could be more self registrants once the leader is appointed on the basis of the documents submitted by you by the participants the lear becomes our official trusted contact point for post validation modification requests and the leader can also appoint backups which means specific persons that can actually um have access to the profile in the participant register and these persons are called account administrators so in case the leader leaves the company um or there is something wrong with its uh with this or her email address then there will be someone else an account administrator who will actually have access to um your organization in the participant register the account administrators have the same um you know access rights except for the fact that they cannot assign roles into the system roles um into the um chain um of the project management workflow and let's see yes how um we are actually requesting you in the uh participant register the lear documents and here you can see that this section is called authorized users slash lear so before validation our contact is the self-registrant after validation it is the leader and here you can see two self registrants so there is a self registrant and a backup and once we have sent you the request for the lear appointment there is a button add layer and again there are some steps that you actually need to take in order to introduce the requested data and upload the requested documents the first step refers to the lear eu login and this is actually very important because the name and the email of the leader should actually match the name in the email of the linked eu login account so this is the first step then you can introduce the uh layer data this is the name of the first name the last name and then the mobile phone number and we actually recommend to you that um you introduce here the mobile phone number in order to receive your pin to uh that actually gives you access to the um profile in the participant register so once your layer is appointed he or she needs to receive a pin code this pin code is normally received sent by our service desk by post however if there is an urgent request you can always send an email to this email address here or if you provide your mobile phone number then um we will send you to you um to uh to this phone number that you have provided and this is the you know our only use for your mobile phone number not for any other not for any other uses so um yeah it is um it is actually recommended that you um um introduce your mobile phone number in the participant register once you introduce the data uh regarding the legal appointed representative and the third step refers to the legal representative data you remember we've just discussed the difference between what is a legal representative and what is a legal entity appointed representative and this is actually the moment um when you have to introduce your legal representative data of course you can see that they can be the same person but it really depends it really depends on how you want to uh to organize yourself um for the appointment of the leader so it is actually the legal representative who appoints the leader and here we need to know the um details about the legal representative of your organization and finally we move on to the last step that refers to the lear appointment documents and these are some documents that you actually need to fill in um the first one is the lear appointment letter and roles of duties the second one is a declaration of consent to the eu funding contenders portal and uh finally we're asking for uh official proofs of identity for both your legal representative and the appointed leader and proof of empowerment of the legal representative so proof of empowerment of the person who can commit the organization legally the scanned version of these documents shall be uploaded in the participant register so just like for the legal validation documents you can upload everything in the participant register and the originals of the lear templates so the originals of the lear appointment letter and rules of duties and the declaration of consent they must be kept in your entities premises for possible checks or verifications and this is how the request for the lear appointment documents looks like in the participant register so you will just have to um you have here the generated leader templates that you need to fill in and correctly sign so you need to pay attention on how you sign the document or where the legal representative signs and where the appointed legal entity appointed representative signs and um you just have to upload the requested documents and with this yes we finalize the section on the lear and we move on to the bank accounts if needed during the gap you can search for available bank accounts in the grant management services system if no account exists the system displays an explanatory message on how to request the validation of a bank account and participants should start the bank account workflow by uploading the requested documents via the participant register so just like for the legal entity validation workflow and then for the legal entity appointed representative validation workflow there is a section in the participant register where you need to go introduce the require the requested information and upload the requested documents so the central validation service will launch the ba validation and we will inform you once validated and this is how um the um participant register looks like so you can see here that um we have gone through these tabs so the organization data then the legal information for legal validation authorized users in the leaders and now we are looking at bank accounts of this tab here of this section on bank accounts and then my colleague alberto will take you through the financial capacity tab and these are the steps that you need to follow in order to introduce the requested data for the bank account validation so first of all the bank account then the account holders details and you need to upload the requested documents and then of course to confirm and you can submit your request and now i will give the floor to my colleague alberto that will take you through the financial capacity assessment process thank you and we are going to see together what the financial capacity assessment is as we are going to see in the slide with the overview and here it is the financial capacity assessment is not checked in all organizations so we are going to see also when it's needed and what to do if it is let's start then by some legal references that we are going to see in the next slide uh first of all we have the rules on legal entity validation layer appointment and financial capacity assessment that you should read because they include all the details on the procedure for the validation of one organization and for the preparation of the financial capacity assessment documents requirements specific cases etc you will find this document for consultation in the funding and tenders portal but also you will find a hyperlink at the end of this presentation then we have the eu financial regulation establishing the need of the financial capacity assessment the exempted entities and the documents to submit finally the horizon europe regulation in its article 27 establishes the organization subject to a financial capacity assessment which are mainly coordinators if the requested funding for an action is equal to or greater than 500 000 euros but also coordinators below that threshold and other beneficiaries might be checked if there are grounds to doubt about their financial capacity in the in the action as previously mentioned there are some exempted entities which are public bodies international organizations natural persons in received of education support and natural persons in need in any case if the financial capacity assessment of your organization must be checked we will contact directly you say via your big account in the participant register but also the appointed leader will receive a one email let's let's see now in the next slide how to identify in the participant register if we have received such request as previously explained by alina by entering the participant register my organization then modify organization we will find some tabs and the one called messages will display a red dot meaning that we have received a new message with a request and we will identify that this request is in relation to the financial capacity assessment because the subject of the message will include financial capacity assessment request for documents we will have access to the contact content of this message by clicking the view icon we see on the right side of the slide and by clicking there we will see that this message contains instructions to follow the rules of the financial capacity assessment the documents we must provide the minimum content and requirements of these documents and the deadline to submit them in the participant register this deadline is normally one week and if you don't provide the documents in that period of time we will send two subsequent reminders of course if at any time during the procedure you have questions you need further clarifications you can always contact us via the official channel of communication which is the participant register by sending by sending us a message sorry using the functionality we see there on the right new message what is important is that you include in the subject of your message financial capacity assessment like that it will be easier to trace so now let's see the supporting documents the supporting documents we need to to provide if requested via the previous message our balance sheet and profit and loss account for the two most recent closed and approved financial years these documents must be in the official language in which they have been submitted to the national authorities they must be dated and signed very important the signature in relation to the to the language if the financial statements have been drafted in an in a non-eu language also a an informal translation into english must be submitted on the contrary if your organization is a new established entities without financial statements yet you must provide a business plan including financial projections on the first year and on the first year of activity at least in addition to the financial statements if the organization subject to financial capacity assessment has requested more than 750 000 euros they must provide an external audit report on the annual accounts if by national or eu law the organization is not obliged to prepare for an audit report to produce an audit report then they must submit instead a serve declaration this self declaration certifies the validity of the accounts it's a template that is available in the participant register but also in the message request for documents you find in the message section you will find the hyperlink to this template and very important this template must be duly filled in and signed by the legal representative another supporting document the explanatory notes this document is very very important to provide because it gives additional details not included in the balance sheet and profit and loss account in terms of nature of maturity of some accounting items so it's important to provide because if there are some missing information in the balance sheet and profit and loss account and we don't have the explanatory notes we are going to apply a prudent approach that could have a negative impact in the outcome of the financial capacity assessment so please is very important that you provide together with the balance sheet and the profit and loss account the explanatory notes on the annual accounts now that we know the documents we must provide let's see in the next slide how to upload it in the system how to upload them in the system and we do that back in the participant register in the financial capacity tab as we can see this tab is displaying a red flag that will be there from the moment in which we receive the request for the financial capacity assessment then as we can see in the lower part of the slide the status that are required and also there is one action to be taken which is a provide necessary financial information in the blue button we we see on the right side so this is very important the financial documents the documents in relation to the financial capacity assessment must be uploaded by clicking this blue button then once we do it we upload the documents in the system and the red flag will automatically disappear of course if we need additional documents or further verification we will come back to you via message again via participant register and you will see it in the message section so that's all in relation to the financial capacity assessment uh now my colleague alina will will close the the presentation thank you for your attention and i will be available for questions at the end of the presentation thank you thank you so much alberto on this slide here um we just wanted you to visualize how we're actually interacting with you um you can see that we are sending you requests for uh documents and requests for clarification once we start the validation however if on your side you are non-responsive then you will be set into what we call a sleeping status in the participant register once you um are set in sleeping status then we will inform the operational unit um and you will have to actually um upload the correct requested documents and once you do that we can continue the validation and um your sleeping status will be removed you will be reactivated in the participant register your peak will be reactivated in the participant register and um well as you can see on our side once we have the complete and the correct set of documents then the validation process goes really smoothly however if we don't have the complete and the correct documents then the process may take a long time you can see here in the green um in the green box that we have set for you the three strands of validation that we're talking about today so the legal validation lear validation and fca preparation and please keep in mind that we can start the work for the three strands of validation once we have the documents so at the very beginning of the process if we have the submitted documents on your site for the three strands we can begin to work um on the validation however we can only appoint the leader once your peak becomes valid this you need to keep in mind and finally we will um talk about the communication of the raya central validation service with you very important all the communication is exclusively managed through the participant register so the participant register is the official channel of communication with the central validation service and this is how you will receive the messages uh from us um the notifications via email um so to the contact person before validation the self-registered and after validation the appointed leader and this is one final important aspect that might be very useful to you in case you lose access to a non-valid pick which means that the self-registered left the organization and no one else has access to a non-valid pick then you need to create a new peak in the participant register and um we need to be informed if you lose access to a valid peak to an already valid peak because some of some of your picks may be already valid because you've uh participated in previous uh calls then if the liar is not available anymore and there are no account administrator then a new leader needs to be appointed through a lea recovery procedure and you have here the hyperlink that you can follow these are the guidance documents that we promised you at the very beginning that you can uh consult in order to find out more about the validation process and this is my last slide it's a geographical distribution of entities that we validated in 2021 you can see that we validated um entities from around 146 countries last year thank you very much for your attention and we will be taking your questions now indeed we are now going to the question and answer session and i will read out the questions again following the order of priority and i will then give you the floor for replying so highest voted question what information oh this is still a question not related to this part so maybe we skip it and the next one also not yes and the next one also not alex can you bring up the questions related to okay now i see one do associated partners need to undergo the validation process please yes we usually validate all the members of the consortium so um we usually receive the validation requests from your site so i mean from the operational services um side and once we receive the list of picks from you then we will start the validation process so um i would say we need validation for all the members of the consortium uh a slight correction here for the associated partners who are not beneficiaries and who don't do not sign the grant agreement validation is actually not not obligatory okay next question again this is not related to the subject and the next one not either and the next one neither but i see one down there can you scroll further down because i don't see questions related to legal entity validation and financial capacity check colleagues can you scroll further down okay maybe i see the one that has for the moment zero votes but because we are stuck a bit i take this one can a natural person obtain a pick and be a beneficiary please yes absolutely a national person can actually register in the participant register with them with a pic and we are also requesting for the illegal documents um in order to in order to validate so the process basically has the same the same steps and we we are we are talking here about self-employed persons um and um we are requesting for the legal documents for the natural person um and for the lear documents okay i see again only a question that does has not votes yet but let's take this one if the validation process started two weeks ago and documents were uploaded on time but there is no answer yet and deadline is approaching what can be done please colleagues the validation process started two weeks ago were uploaded on time and deadline is approaching well deadline okay could not be approaching if documents were uploaded two weeks ago um because i mean we start the process of validation once you start the gap so basically once the gap starts we're also we're also starting the validation process which means that we are sending you a request for documents through the participant register as we have seen in the presentation and you have to upload the documents on your site um if the documents are are received through the participant register then we will start the validation process as soon as possible if we are notified uh by the operational services okay so we will start validation as soon as possible it could be i mean you know it could be a specific um a specific um you know example um i can look into it if you can give me the peak number i can look into it but i mean we start validation as soon as possible as we receive the validation documents okay now i see a few questions with votes how long should it take to become verified we have a declaration signing deadline of 1st of february and are still not validated despite submitting everything yes as i said we actually start validation once you start the gap the um signing of the declaration of honor is an internal deadline i would say um for you um during during the gap but it's not the deadline for you to be validated um so um officially we have 25 days since actually receiving the documents the legal documents to finish the validation process but as i said once we receive the complete and then the correct set of documents um we can start validation and then the process can go smoothly so the process of validation then assessment and verification of documents okay thanks next one a university hospital is at the same time a faculty of medicine of a university besides being an independent hospital can the hospital register for its own pick yes this seems to be a very specific case um and we need to we need to look into the documents as submitted by the participants to see um if this this entity has a legal independent legal personality and can be validated in the participant register so i look through the questions whether there are still some yes i see the next one for the financial capacity assessment how is kovitt impact on your accounts taken into account well that's a good question well during my presentation i was highlighting the the need of providing the notes on the accounts so it's very important that you include when preparing the the 2021 accounts you including the notes all the the effects let's say all the difficulties the organization has faced as a result of the of the pandemic because depending on the information included there and the way in which the pandemic has affected the normal activity of the of the organization we will we will analyze and we will prepare the financial capacity assessment so the is really case by case and depending on the information included in the notes from the account so it's very very important that you explain clearly there in which way the the pandemic has affected the the results of the company and the normal activity of the company in comparison with the period previous the pandemic okay i'm looking at my watch and i take one last question on this subject can old wrong pics be deleted to avoid mistakes alina i guess you will request yes in case you um yeah in case you are aware that you have um two or more peaks for the same entity registered uh well let's say by mistake in the participant register you can always send us a message through the participant register so through through one one of the peaks or through the peak that needs to actually to be uh let's say um made inactive in the participant register and then we will link the two peaks we will link the two peaks um into what we call a master pick which becomes the active peak and then the correct peak that you have to use for your participation in the participant register so we don't delete it per se but we just make the pick inactive in the participant register okay thank you very and this presentation will be given by my colleague isabel fargara please isabel take over thank you peter good morning i hope you can hear me well yes so thank you um so this will be a second part of petra's presentation this morning and i will concentrate in the instructions on how to generate the description of the action which is the annex one to the grand agreement and i will also go through the screenshots and and the steps in in the id tool that you have to follow so i will cover these three points in my presentation so first i will give you a short introduction on the gram agreement preparation process so it's kind of repetition of of what petrus presented this morning i will give you the the template for the description of the action that is actually not a template but a series of instructions that we offer to you on how to generate this document and then the the bulk part of the slides are dedicated to dedicated to to show you how to work in in the in the id tool in the gram management id tool so for the introduction to the grant agreement preparation i think petrus presented this graphic this morning so i can i want only two highlights that in horizon europe we have uh time to inform massimon of thin commons and this is a time that goes from the goal deadline to the moment you receive the results of the valuation and that we have a target for the time to grant of a maximum of eight months and this is the time that goes from the gold deadline to the grand signature so meaning that for the grand agreement preparation we dedicate a maximum of three months and petrus already mentioned this morning that in the letter when when we invite you to start grammar agreement preparation we give you very short deadlines that you will see that are sorted that these three months that we saw here but i also would like to highlight that once we finish the grand achievement preparation with you our discussions with you we still have to do a lot of internal work to prepare the award decisions internal documents the budgetary commitment to sign the grant and in particular for some grants we also have to ask the opinion of the program committee so the member states and this takes time so this is the reason in many cases when you finish the preparation process from your site it will take still some time for us to react and and the reason is because we are doing some internal work and in some cases also consulting with the with the member states with the program committee members and this is what petros saw this morning and this is what i have just explained is what it will be covered from these from the rest of time so in these weeks that we saw to you until the maximum of three months so then i would also want to highlight in this introduction that the the grand agreement uh preparation phase is is is the phase in which we collect all the information that we need to generate the grant agreement and and this includes the technical specifications coming from the proposal also the participants but also some other illegal and financial and administrative information that in many cases is something that the project officer has to to do in the system so the combination of the information that we receive from you from the consortium and the information that the project officer has to encode in the system so we generate the grant agreement that will consist in a data sheet this is new in horizon europe it is as a short summary of all the conditions that are important for the implementation of the grant plus the core of the grant agreement and then we will have the the annexes the next one is the execution of the action is the project description and x2 is the estimated budget and then we have a number of other annexes including templates the templates that you have to use for the declaration of honor for the cfs and also important for you to know that all the specific rules for horizon europe are included in the annex 5. so so far for the introduction to the grand agreement preparation and for the discussion of the action so what's um what i already mentioned is that this is the annex one to the grand agreement so it's fully part of the grant agreement so it has to be respected as any other article of the grand agreement it contains the details on how the bread will be carried out these details are coming from the proposal and it follows the same structure as the proposal so it includes two parts part a and part b part a is automatically generated by the system with the information that you encode in the grant management system and part b is the narrative description of the work and this is a mirroring the part b of the proposal template with some changes that i will explain later and must be uploaded as a pdf document um when you are invited to start the ground agreement preparation you will be able to download the description of the action template which is we call it a template but it's not actually a template because it includes the instructions that you have to follow in order to convert your proposal document into the description of the action the party so the party the part a includes the cover page the table of contents project summary list of participants list of word packages and this is one of the changes because the list of word packages in the proposal was included in the part b in the description of the action is part a and the same for the rest so for the staff effort list of deliverables list of milestones at least of critical risk you should not change anything from the proposal so as explained by petrus this morning so we we follow a non-negotiation approach we take the proposal as it is and we also don't expect that when you encode this information in the in the grant management system you just copy the information from the proposal because for the part b indeed we is a document in which we explain you explain how the project will be carried out and it follows or it should contain the same information as the part b of the proposal however because there are tables now that are included in the part a because we have it in in a structured way in order to be able to to to follow up the projects in a better way then what we are asking you is to remove those tables from the part b of the proposal so actually these are detailed instructions of what you have to do in order to um to modify the part b of your proposal and to make a part b of the description of the action so important you need to start with the part b of the proposal that you submitted no previous version so the proposal the version that you submitted you need to remove the cover page you need to delete the header and replace the footer with another footer that includes is almost the same footer as the proposal but includes um the part b here and you have to remove the list of participants because it's now included in part a and then remove all those tables that are mentioned that are included in a structural way in the part a this is also an a new thing and we hope that we it will be temporary until we have a technical solution so for the time being we are not able to translate the information on the ethics assessment that is included in the proposal part a into the grant management system so for the time being what we are asking you is to create a section four with the ethics self assessment that you included in proposal part a this we hope that we will be able to change in the coming months in the coming months then we ask you to add a table with the history of changes please clarify what changes you have done in comparison with the proposal and also try to justify why those changes are needed and finally we asked you to add or update the table of contents as explained also by petros this morning you should discuss with the project officer in charge of the grand agreement preparation all the changes that you include in comparison with the proposal and then i also repeat here some points that meant that were mentioned by petras this morning so there are important points that you need to take into consideration so it might happen that when you receive the evaluation result letters and you are invited to the grand preparation states so you can already work in the ground management system the ethics review of the of the proposal is not finished if this happened you will you will receive later on a a different letter with the results of the ethics review and in this letter it might be explained to you that you have to come fulfill some ethics requirements and if this is the case of course you have to pay attention to this you may even have to change some information in the part b of the proposal answering these ethics requirements and it might be also that some of these section requirements must be fulfilled before the grant agreement signature so you need to pay attention to this and similarly for security scrutiny in case your proposal is fully reviewed for security scrutiny it might be also security requirements that you need to consider and as explained um please avoid repetition so it's very important that you really remove the tables that are now a part of the part a and are no longer part of the part b this is important because in the case of amendments if there are information repeatedly repeated in the in in the two parts it might happen and this has happened in the past very often you're changing the information in one in one of the parts but not in the other and then later on we cannot say which information is is the one applicable okay so so far with this points about the description of the action and then i will go through all the the steps in the it tool system in the ground management system that you have to to work with so as explained by petros so the first is to enter into the portal you log in and then you click in my proposals and then you will have the list of the proposals that you have submitted and then under actions you need to click in manage project when you do this you enter into the grant management service in which if the proposal has been invited to a star grant agreement preparation you will see a similar screen like this and then peter explain all the details in this screen but in order to start working in the in the crown agreement data you have to click in this link and then you enter in another system that we call sigma where you see um here all the screens that you have to work with so i will go through all the screens or most of them some of them's very quickly because this information that is straightforward and i will be happy to answer questions if you have uh later on so about the project summary this is automatically automatically coming from the proposal this is the abstract of the of the proposal but he here you also have um information about um sorry so that was the the previous screen if i'm not mistaken so the project summary i was talking about this summary who is the abstract of the proposal i don't have a screenshot here but i immediately enter into the beneficiaries screen where the list of beneficiaries are retrieved automatically from proposal so your screen will be automatically filled with the uh beneficiaries that you included in your proposal so you need to check one by one or each beneficiary checks their part so when you click in one beneficiary you enter in in an in a different screen with four tabs in which you have the partner summary here you have all the information whether the partner has been validated what type of legal entity it is and and also here important you need to in to include the information about the department that will be performing the work this is something that you need to do is we don't translate automatically this information from the from the proposal and also here and this is new in horizon europe you will be able to check whether in the participant register you have already encoded the the needed information to assess whether you have a gender equality plan whether your organization has a general equality plan or not as mentioned the gender equality plan is an eligibility criterion that starts being applicable in calls with deadline from 2022 onwards so probably for those of you that are starting now the gap for your goals it was not yet applicable this criterion but it will be in in the future so the next tab for this particular beneficiary so here you see that you are working in one particular beneficiary because we you have here a square with information of the of the project and here the information of the beneficiary by clicking in this arrow you can switch from one beneficiary to the other so we are in the screen of one particular beneficiary and then you have here the financial information the financial information is pre-filled with the information that you included in the proposal the next screen that we have is the project representatives here um so here the roles that you selected in the funding and under portals are sewn to you and you will be able to assign contact roles in this page for this particular project and then you also be able to check the affiliated entities as a novelty in horizon europe we asked you to encode affiliated entities already in the proposal so the page will be automatically pre-filled with those affiliated entities that you encoded in the proposal in case of changes you can always add or remove affiliated entities here but of course this is a change in comparison with the proposal that you need to discuss with the project officer and for the affiliated entities you have here now at three level of information you have the information on the on the proposal beneficiary and then the affiliated entity that you are looking at and then you also have a similar screen of a partnered summary and financial information so the budget for this affiliated entity will also be pre-filled with the information that you encoded in the proposal for associated partners we have a different screen and this is also preliminary encoded with the information that you had in the proposal so our systems communicate and your you will find here already the list of associated partners that you included in the proposal um it's important to clarify that associated partners can participate in the project but they do not sign the grant agreement and they do not have the right to ask for funds they cannot declare costs in the future they will be allowed to be world package leaders because technical problems this is currently not possible but we hope that it will be solved soon and the budget of the associated partners is not included in the next two of the proposals so it will not be encoded in the grant management system in this id tool for reference for our reference and for your reference you will have the budget of the associated partners included in the proposal we asked you to encode also researchers from associated partners and because associated partners do not have edit rights in this tool and it will be a chance that the coordinator has to perform on behalf of the associated partners and then for the coordinator only for the coordinator of the proposal only a the coordinator will see a screen in which we ask the entity to select the bank account in which we are going to to perform the payments um if there is only one bank account validated you will have only one possibility but big entities have a list of bank accounts and you will have to to select the one that you that is the right bank account for for your project in case you don't see any bank account it's because we have not validated yet any and then you will have to register a new bank account and here in this link you will have the instructions that you have to to follow we also have a new tab on researchers and this is new in horizon europe so we are asking you to give us the identity of all researchers and only researchers so we are not asking you the identity of all persons that are working for the project so we are asking you the identity of researchers only if you don't have any research in your project for instance in a csa is fine you should leave this tab empty and here um yes there are two possibilities for the time being and and this is something that we will also modify in the future so for the time being we do not uh communicate between the submission system and and the ground management system so this step is not automatically pre-filled with those researchers that you encoded in the proposal but it will be in the future and if you want to encode a new researchers you can choose between complete manually all the mandatory fields or just use the the person profile data and and and then we you give us the the identity of the person and and then we will retrieve all the public information that we have in our database for person profile and then we go to the standard tabs in this grant management tool related to the word packages deliverable milestones etc and as mentioned this is information that the proposal is included in part b and this is something that we asked you to copy from the part b of the proposal and encode in in the system so in principle you will see when you enter into the system this page will be empty so you will have to encode one by one the word packages and um it's possible that you that you can you can reorder the the order of the word packages by dragging and dropping in this in in this screen of course we ask you to include as many details as possible as many details as you gave in the proposal template same for deliverables um we have no way to know the deliverables in of your proposal because that was part of the of the narrative part of the proposal part b and we are asking you to copy paste all deliverables that you included in in the proposal here with one important remark that please revise the dissemination level of the deliverables this is very very important because for public for the deliverables that are flagged as a public dissemination level once they are approved if you submit a deliverable it's checked by the private officer once the party officer approves this deliverable we will publish it automatically in cortis so please check carefully that you really flag that those deliverables that you flag as public you really have no problems in publishing this this information and milestone as well so um this is something that you need to copy paste from the proposal into this tool and yes we asked you to copy paste exactly what you included in the proposal if you add changes please discuss with your project officer and the same for critical risk so this is information that is included in the proposal part b so first time that you enter this page it will be empty so we ask you to encode the information that you included in the proposal part b and then the ethics so there is a tab on ethics in which here we will show you the results of the ethics review so we will flag in the cases that the proposal deals with human embryonic stem cells so human embryos this is an important thing that we need to know because all those projects that includes a work on human embryonic stem cells or human embryos needs to go through a comatology process so we need to ask um opinion of the member states before signing the grant agreement so we will flag here these projects and we will also flag if there are other issues uh other ethics issues that should be considered in your proposal as um as a result of the ethics review and if there are ethics requirements so here if as a result of the ethics review there are ethics requirements that you need to fulfill either before the gun scene that you're or after then you will have the information here so this is important that you also follow up and this information as i said it may happen that when you start ground agreement preparation this information is not yet completed in this tab because the ethics review is not yet finished so you will be informed when this is done and the same for the security and this is new so before we didn't have a specific tap on security but we do now yeah so we have a security tab in which if as part of the ethics of sorry as part of the security review there are security requirements you will see here the list of requirements and also when they have to be fulfilled and then finally the part b once you do all the modifications that we ask you in distractions on how to generate the part b then you will be able to upload this document as a pdf in order to do this you have to click here on documents and then under annex one part b you will have the possibility to upload a a document but as i said please follow the instructions on how to generate this part b document it's very important that you really remove the information that is now included in the party in the in the it tool and i finished this with this slide so i have copied here a number of other webinars that we have organized mainly these are important for participants that are preparing evaluation so you probably are aware of those webinars but there are also some webinars that are um important for you at this stage so the funding and the support are for beginners so key changes to the ethics appraisal process in horizon europe or also information about dissemination and exploitation under horizon europe so please keep consulting the the news section in the funding and tenders portal because we published there all the webinars that we organized with this i finished thank you very much i will be happy to take questions now thank you very much isabel indeed we have time for questions and i welcome back also petros because both your presentations are very much linked so we go now into the slide of questions and we start with the first one why do scientists need to waste time to copy paste blocks of text could this not be done automatically i allow myself to reply to these questions directly so indeed this is a difficult balance to strike what we cannot do what our ig colleagues tell us is that we take the pdf documents that you have sent us in the proposals and try to extract the correct information in the different bits and pieces and insert them into a structured database that is technically today apparently not possible what we have contemplated several times already is whether we should not start collecting these parts of the information already in the proposal in a structured way but this has pros and cons because it would mean more effort it we are told at least in the past we were told that preparing a text document with all these data is simpler than putting this into a web interface and encoding these things and as you know our success rate is about in the order 15 percent uh if we ask for this structured information already in the proposals the 85 percent of applicants who are rejected have this burden and do it basically in vain so we are aware of the issue it is unfortunate but the burden is in in that case only on the successful ones which are a minority of all our applicants but of course every now and then we come back to this decision and ask ourselves whether we should change or not yes if i may yet it's also important that at the time of the submission or proposal we have a strict deadline and we also don't want that participants are over this deadline and cannot submit their proposals because they have to encode a high number of information in the system and it's not very user friendly so this is an important point in indeed so this question is not doesn't have a black and white answer next question the coordinator cannot see all the researchers of all the partners at the moment this does not help with the preparation of the gap can you do something about this is it is it isabel or for petras well it is something that we know we are aware and will be corrected yeah in the coming months yes okay yeah one researchers table can it be updated during grant agreement preparation or do we have to use the table that was submitted at the time of application i think it was replied in isabel's presentation but please ease up better clarify again yes it can be updated but you will not be able to remove researchers that you included in the proposal so you will only be able to add researchers there but it can be updated okay the next question is on ipr i suggest we move this to the end when we have our legal colleagues in the room and then we come to the next one as coordinator we do not have access to associated partners researchers tap this is a bug in a system can the it help test solve this please as mentioned we know that the coordinator so for the time being it doesn't have access to to the rest of researchers from other beneficiaries but this will be corrected yeah okay next one should deliverables with different delivery dates be handled as separate for instance materials characterization month 12 24 36 well yes you need to include in the table three different deliverables because for each one you will have to upload a different document yeah so you you will have to include three different deliverables three different entries yeah okay the next one i think we replied how does the coordinator have to submit the researchers for associated partners we say that there is an i.t bug that will be solved soon and then the coordinator can do it in the respective tab next one can entities not receiving funding sign a grant agreement and participate as full partners with zero budget maybe i start to reply myself but then colleagues please contribute if you think needed so there are two different scenarios there are participants uh that are not eligible for being funded so in for for instance uh entities in third countries that are neither associated nor low or middle-income countries and these are not eligible for funding and these then cannot participate as beneficiary they can only participate as associated partner with again a parenthesis if the work program and the call specifically provides for exceptional funding to such partners then it's still possible but in the generic case for these the only option is associated partner but then we have an another case which we call beneficiaries not requesting funding so a beneficiary from a member state or an associated country who is eligible for funding but just does not want funding because they get their financing from other but they can of course be beneficiary and they can also sign the ground agreement anything to add isabel or petras no i think it was clear okay next one um why is there no presentation for legal and financial aspects i would like to print okay indeed in the uh event website this the powerpoints for our last presentation are not yet uploaded but this will happen and i look to the colleagues in the in the control room and they are doing this now so we'll come we'll come hopefully very soon next one can associated partners be responsible for deliverables and milestones deliverables but we said that it's not currently the case there is a technical issue that will be fixed hopefully within the next weeks if you are imminent to sign the grant agreement then probably you you change that later with an amendment but that will be fixed for milestones i think i don't have the information i'm not sure if it is the case so far but for deliverables as we said it will be fixed isabel would you do you know about the milestones maybe yeah i am checking but i think we don't have uh to encode a leader in the milestones right now okay so i think the the main thing is work package leader and uh responsible for deliverables next question what yes we do we do have so for milestones sorry yeah um and yeah for the time being it's not possible in the system but it will be possible in the future okay next question what is a researcher in a csa project as a financial expert a researcher or a director of an organization so we follow here the definition of researchers in the manual yes so it's the first cutting manual so you need to to to see okay we're not you know i mean we will not now let's say thoroughly go to the definition if you consider also yourself because we know also the people working in industry well although they do research if the you don't identify yourself exactly as a researcher if you think that you are only interested in applied research although this could be also covered so so we leave a kind of flexibility but you for the pure let's say definition you can look in the frascati manual if you don't consider yourself covered by that then you you don't need to do it but as we clearly mentioned we are not asking for example for support personnel or secondary tasks in the project administrative tasks and this that is not clearly researcher next question if we cannot remove researchers from the table what happens if a researcher has left the organization in the meantime okay well as you understand the the concept of not removing a researcher is a little sensitive because it was part of the evaluation of the proposal so we can give you an example for example if you if you use the a renowned professor in your project and suddenly you say okay it's not going to participate we will replace it with a student this poses a problem in the case of let's say the quality of the the and the merit that we the the reviewers saw i mean of course things can happen something can can happen uh force mazer there could be health reasons or something else in exceptional cases but in in principle you will have to replace if you replace this person with an equivalent one it shouldn't happen i mean if it for exceptional cases happen then you need to explain of course to the project officer to to to see why it happened and if the replacement if it is their replacement will happen for example of course if there is another reason that needs to be replaced and this person has worked for a major part in the project it will have to be there you know it doesn't have to be that uh it will be for uh the whole duration of the project but it goes for sin for six months and this person work there's no problem you don't remove it it can stay there in the project normally we say that somebody who was committed to participate for at least a period and then you say no no it will not participate and then we need to ensure that why this happened and of course if we can accept the replacement it is the same as happens for organizations you use a famous university in your proposal then it should be there if not it has to be reviewed by the eu services okay thank you next one is the gender equality plan also mandatory for associated partners i think it's not i mean if you see in the definition and i saw also there was another question there are specific types of organizations and also it is for member states or from countries which have signed the association agreement so associated partners i mean third country [Music] from third countries partners they are not legally bound to do it and because also they don't sign the grant agreement so so not i mean it could be suggested because it is a nice initiative but we do not enforce it so the next question we replied already definition of researcher maybe we can give also the reference the link to the exact definition i think we have it somewhere in our guidance and documentation it is in the proposal template that they can see in the portal and the reference documents so in the proposal template above the researchers table they have the definition and the link to the frascati manual okay so it's there next question which what is the aim of including researchers in the system is it for statistics reasons or does it have other implications isabelle do you want to reply yes so well actually it's both yeah so the main reason is for in order to answer one indicator that we have for the evaluation of the whole program horizon europe that we want to check whether the the funding coming from horizon europe makes an influence in the career of researchers this is the main purpose of this question that has been included in the proposal and now is included in in the grants however this is also important information that we want to have at the time we evaluate the proposal and at the time we we we the the project so it's information that is there and it's information that has been used by the evaluators when evaluating your proposals and it will also be used by the officers and experts that will help with the monitoring of your projects okay next question due to the reduced length of the proposal the description of work packages is now very short is it enough as contractual description of the action i assume again for isabel yes it should be enough yeah so if the project officer he asks you to include more information that it should not be the case um yeah maybe you decide whether or not to do it but it should be enough with the information in the proposal should be sufficient okay next question where should we include the information oh it has okay i i continue with this one the order has just changed where should we include the information about a newly appointed external advisory board to be changes tables the tables that you removed from part b to part a this is not needed okay where can we find an ethics advisor if requested is there a list of contacts no no i think this is part of the some of the ethic requirements may ask you to have an ethics advisor but we do not have a list of proposed experts on on ethics yeah and then a follow-up question to your reply is about in the february webinar it was stated that the list of researchers purpose was not for evaluation but for measuring impact now the opposite which one applies well i i think i have always consistently replied the same in all these questions but yeah as i said the main purpose of this question is to answer this indicator for horizon europe but the it is information that is part of of the proposal at this information that the experts will take in their hands when they evaluate the proposal and maybe to add to this this was the case also already in horizon 2020 so you had to include in the description of the action the main proponents so to say in your in your project with cvs and main publications and so on the only difference is that we now ask a bit of structured information on these researchers but the fact that the so to say the main actors in a project are described and that this is also part of the evaluation by the experts is nothing new it happened in age 2020 and even before okay next one do you have a mechanism on the portal to find suitable partners to participate in calls yes we do so and there are two possibilities one is that you can do this actually related to a given call topic so if you go to the portal search for topics and then you arrive on a so-called topic page you have a possibility for first looking for existing partner searches because in each topic page if other organizations have already put in such partner search requests you will find a list and you will be able to contact these people but you can also place yourself partner search requests related to a given topic for the moment this has to be done at the level of the organization by your leader or account administrator but very soon hopefully as of this friday it will also be possible to insert such partner search requests at the level of individuals persons so you as a person you must first decide to have a so-called person profile in your portal so you must agree to make a minimum of your information available to others and then you can also go to a topic page and say i am mr mrs xy said i am highly qualified in this topic i have this and that idea wouldn't somebody be interested to join forces and prepare a proposal for this topic that exists okay next one when reporting personnel costs can we only claim the cost of researchers entered under the researchers tab obviously yes the researchers tab is for let's say the impact to cover the impact of the program it doesn't have a linking with the uh to what you declare in the course the we're just interested in the researches but when you go to the reporting personnel course you have to put all the personnel costs that you you want to claim i mean there are two different things so indeed i mean in the reporting personnel you can have also the administrative or other personnel that is there the researchers is only for measuring the impact of the program it is for policy reasons let's say we have an uh legislative obligation to report and track the careers of researchers so this is why it is there but when you go to the to report costs then you have to declare all the persons and the costs that were charged to the project maybe to say yet in other words the table of the researchers involved can contain more persons than the people that you for which you charge the salary to the project but not the other way around so you cannot charge for a researcher who is not involved in your project and if the researcher is involved in your project you should put them into the researchers table but yes to clarify it can also be administrative staff that chart codes to the project and are not part of absolutely this table but they can charge yes yes i'm afraid we have to move on we come to the last presentation of today it is about legal and financial aspects and differently from the live presentations that we had so far this will be a recorded presentation some of you will recognize it because it stems from another webinar but it is so complete and uh comprehensible that we thought we don't have to repeat this here but at the end the colleagues from the legal unit will be there to answer questions live of course so colleagues in the control room can you start running this video i i think it is yes it is it's nice thank you very much cody so yes my name is julian julio so i'm in working in the legal unit as peter said and i will be also a company with my um by my colleague isabel laura that will uh also help me to handle your question afterwards you are asking this slide to slide sliding tool and yes indeed a colleague from dg badge niklas val will will also help me to do this presentation and will focus on daily rate calculation today so this will be our journey together i will focus on main key legal and financial aspects stemming from the model grant agreement the horizon europe madeleine's agreement so i will try to give you um details and relevant information as much as possible but taking into account the time of course we have for that and leaving enough time for slider question afterwards uh so we will start with um the so-called corporate structure raised on your pedergon tournament so how it looks like basically this model grant agreement you will sign if your project is successfully retained for sending and then you are at the end of the gap stage then we will focus on the type of participant that can be involved in the project then we will move to the personal cost aspect and especially the corporate so-called corporate daily rate calculation where my colleague the class from the budget will tell you more about that then i will take over again and present you the main features of the so-called project-based remediation which is a specific we have in horizon europe in terms of personal cost eligibility aspect and we will terminate this this little this little trick together by a couple of words on the certificate and financial statement so that you have a good overview of this main legal and financial aspect embedded in the model grant agreement for rise on europe so let's get started with um um the basics i would say but which is very important i think to to recall to all of you um i think you have heard already that we from previous presentation produce intervention from from us from the commission about this so-called corporate approach and corporate model count agreement so to get it short corporate you can replace this figure of speech of this wording by commission-wide model governance agreement something to be used not only by one program but model grant agreement or master master file master model grant agreement to be used as a basis by only you you program under direct management and and then this these programs are of course able to customize a bit this this master document and and have it adapted for the needs of the specific policy objective they are pursuing there will be a three main uh corporate model grant agreement three main master document if you if you prefer um a so-called general corporate model grant agreement which is actually the one i would say commonly knew so far when we financed a project especially in horizon before as in 2020 and and now in our eyes on europe so what is it it's basically um the model count agreement where we reimburse most of the costs on on on an actual cost basis so you declare your actual cost and we apply your investments rate on both actual costs but you may have also embedded in this model accounts agreement alongside the actual cost some unit costs uh for instance i will give you a simple example uh you may declare a cost of employee under actual cost and you may have also for other employees or categories some people you declare via the so-called average personnel cost which is a unique cost and you see in the same action with this general model grant agreement you will declare cost on actual cost basis and on a unit cost basis so this is why it's called mixed budget-based mixed actual consequence then we will have also we will use also we'll rely on this uh corporate unit-based model grant agreement so here to illustrate this very quickly it's basically the model grant agreement you will sign for mari schrodofskhaki reaction so fully based on unique contribution approach living allowance familiar ones and also new allowances introduced for horizon europe like for the special needs of a researcher for instance we will also rely on this um corporate model ground segment we will have an horizon europe mars flood of sky curry unit-based model-bound agreement and there will be also um good use certainly and increased use of the so-called corporate lump sum based model grant agreement so where here it's basically the continuity the legacy so to say of what has been introduced in horizon 2020 and which was the horizon 2020 lump sum pilot model grant agreement where we reimburse everything so a global lump sum amount covering the wall action split per work package and pair beneficiaries so we will also rely on that just to give you an overview of the common structure of the horizon europe model grant agreement you will you will sign so this corporate structure um i know the time is limited so i will not repeat what is written on this slide but just i think main novelty that i should stress is certainly the introduction of this so-called datasheet you can see on the left side of your of your screen where you will have a summary of the specific data information of your grant agreement duration type of participant budget aspect reporting period calendar specific cost eligibility uh budget cost category activated or not in a given action so you will have a pretty good overview of your main legal and financial aspect in the first pages of this model ground technique this is really i think a takeaway message the main one you can you can keep with you from from this slide and then the structure will be without entering into the details somehow similar with the structure you already know for horizon 2020 in term of annexes we will have also something very similar with what we have in we had in horizon 2020 here i would like just to focus on on this so-called annex 5 specific rules where i was just mentioning this corporate commission model grant agreement approach basically if i summarize the things um the main area for customization for each eu program is this nx5 where we basically put our explicit policy related provision uh that we want to to to have of course complied with by by our beneficiaries so for us for horizon europe it will be these big boxes on the on the right side everything speaking about security ethics aspect values of course intellectual property rights communication dissemination and open science related provision and depending on the type of the horizon europe action um you will have specific rules also displayed in your nx5 so for public procurement so commercial procurement and and ppi procurement or co-funded partnership or if you sign an erc action you will see a specific text dealing with specific provision with for instance notion of principal investigator the same for the eit kick action the same for mercury malicious reaction and the same for eic action so this is really i would say the main the main area and the main place for uh for reading and and having a look at this very important policy policy related obligation if we continue with the structure and a little focus on the nx2 i will not repeat what is what is written but maybe with this slide afterwards it will help you because i know it's really small when you when you have a look at the model a grant agreement on the participant portal on the funding portal you know it's very very very tiny but you will you will see here all the different budget costs category and of course this budget cost category reflects um the narrative part of the model grant agreement so meaning uh the budget category which are listed under article 6.2 onwards in the model grant technology so everything about personal costs about subcontracting about this umbrella budget category purchase costs where you have the travels and subsistence equipment the other good works and services and other cost category you may you may also fine in your in your model contact limit so it's it's normal that this nx to fully reflect as a narrative part uh regarding financial cost eligibility aspect in your model contact limit so now i would like to to give you a bit more information about the the beneficiary and the participant in general the type of participant in general involved in in the action implementation so we not spend too much time on this line but this slide is just a summary of of of type of participant involved in the action implementation you have the beneficiary of course so meaning the legal entities that sign the model grant agreement so either directly because of coordinator in cosigns or via an accession form you enter into into the model contact element if you are a beneficiary and you are not the coordinator and alongside to this signatory parties you are third parties third party because they are not signatory parties so you have different type of uh third parties and and and they are doing different things in this in the action implementation and this is what we will see uh together in in the next slide so the first block if you want to to to summarize the thing uh are the third parties carrying out uh work injection so reading third parties that are doing also a part of the action task by themselves so you have here three type of parties doing action time action tasks by themselves affiliated entities associated partners and subcontractors and if we start with affiliated entities i think now this notion you have started to get acquainted with but to be very very clear and short here a few identities concept in horizon europe is exactly the same as the linked third party's concept in horizon 2020. we have aligned it the labeling the definition within this so-called corporate context as i was mentioning at the beginning of this presentation so to have common wording command leveling as much as possible especially definition leveling stemming from the eu financial regulation but it's exactly the same concept as the link third party concept in horizon 2020 so basically for those who are already familiar they must be identified in the grant agreement their task as well must be mentioned in the next one and they have also to to to complete their budget line in the nx2 which has to be also reflected there and they follow the same closely criteria and for the beneficiary and they are de facto treated like beneficiary in the sense that they are also to prepare their own financial statement provide their own certificate and functional statement where applicable some contribute to the technical reporting aspect etc etc but of course from an i.t perspective a technical perspective it will be as a beneficiary to to whom this affiliate entities link that will have to to push the buttons to say in the nvit system but they are like beneficiary but not signing the grant agreement and they are linked to a beneficiary but i think you know you know quite well this uh this affiliate entity slash link third party in horizon 1820. now the associated partner concept this is something that is certainly a bit new at least the wording on the labeling but it's inherited so to say from the international partner status which has been introduced also in the course of the implementation of horizon 2020 so it's a bit the legacy of this of this concept um it's also something that will be uh encounter or kind of a type of participant that can be also encountered or seen other eu programs it will be kind of corporate commission y labeling and what they do this associated partner they perform action tasks but they basically cannot declare cost they can be linked to the world consortium or to a particular beneficiary i just understood that for technical reason if they are linked to the consortium they have actually to be linked to the coordinator from from a technical perspective an idea perspective but they can be linked to a particular beneficiary and this can be reflected as such in the in the model contact payment a bit like the affiliated entity where you see the link to a given beneficiary and the beneficiaries then must ensure that relevance some relevant modeling and agreement obligation are also passed on this beneficiary extended to this associated partner can be through bilateral specific agreement or via the consortium agreement it depends uh uh this is really up to to to the consortium and to the beneficiaries to to see what what would be the most efficient or what kind of agreement is is really better to capture this cascade of obligation to be observed and comply with by associated partner so this is mentioned in my slide it's all about the proper implementation obligation about the proper implementation of the action notion of conflict of interest confidentiality and security related obligation ethics visibility obligation also this so-called specific rules for carrying out the action that will be further reflected in the nx5 actually this article 18 points to be an x5 of the model grant agreement things about information and things about record keeping especially the technical implementation because of course associated partners are not declaring any cost so this is what you have to keep in mind in terms of features attached to to this associated partner kind of third part subcontracting subcontractors here it's basically continuity with horizon 2020 in the sense that they also perform action tasks um and what you have to to what your beneficiary when you subcontract a part of your action task but you have to ensure it's when you do that you you do that in compliance with best value for money or lowest price where it is appropriate and you avoid conflict of interest you know that also from horizon 2020 that subcontracting between beneficiaries is not allowed also generally speaking except where there are exception case or you have a framework agreement in place contracting to affiliates generally is not allowed either so why is so it's because mainly in that case for instance the contracting between beneficiary should be for each beneficiary to declare its own cost and like this we we are fully respecting the sound function management in the sense the model gun agreement will not cover any profit margin which is not really justified because each beneficiary can really declare their their their actual cost and there is no no no need to cover such a such a profit margin that may arise between in a contracting context the estimated cost and task the of this subcontractor must also be identifying the budget so to understand who does what it's always the same as the same concept the same approach if you have not mentioned the uh this subcontractor or or you have not expected to rely at the very beginning on subcontractors you have also this continuity within 2020 your so-called simplify approval procedure so meaning that at the reporting stage you can you can explain that you have actually called for a colon subcontractor to perform some action tasks but if you do that you may bear the risk that the cost or the subcontractor super acting is not it's not it's not accepted so generally speaking it's always better to to to discuss with your project officer to to keep him or her informed uh about what is going on and and he will see she will see for instance an amendment of the action is bid or not but you have still this possibility to so to say have a simplified procedure if subcontracting was not initially foreseen and of course beneficiaries are responsible for the proper implementation of their third parties in general and also for their subcontractors you have also other third parties so this first chunk i just explained was really about third parties performing action tasks themselves by themselves per se and you have also third parties who actually help the beneficiaries to perform their action tasks and here the way you can regroup these third parties is as follows you have all third parties involved uh so to say in in the notion of this umbrella cost category of purchase costs so it's everything about the travel accommodation the subsistence created cost the equipment cost or other goods works on services related costs for instance you have examples there everything about consumable and supplies or related to dissemination protection of results can be covered by this other goods work and services cost category so of course you will rely on this on this third parties providing you with the service of the world or the boot so this is also something pure continuity nothing new as compared to to horizon 2020 you can also still rely uh also continue 2000 2020 on in-kind contributors and meaning really here people who give you something um for instance second someone provide you with an equipment or access to an equipment free of charge it is really important and and i will just uh spend a little bit of time on on this notion of incline contribution strictly speaking now the incoming contribution and this is also to be to be line fully in line with financial regulation uh it concerns in-kind contributor giving um something to the beneficiary for for for for the make sure to implement the action free of charge we have still specific provision to have this eligible because it's a derogation from the financial regulation and the derivation we have in our horizon europe legal base in our basic act and we continue basically with the approaching horizon 2020 in the sense you declare the related income contribution free of charge in the respective cost category as if this cost was incurred by the beneficiary if it concerns the second month free of charge of an employee you will declare this this second employee free of charge in your personal cost employee cost category if you if you are if you are a beneficiary on the other side we will not have any more um this concept of incoming contribution against payment per se this will disappear in horizon europe it's also a corporate approach a common approach we will have across eu programs but it doesn't mean you cannot continue to valorize to declare the cost besides this this former labeling of incompetition against payment in horizon 2020 and how and where you can continue to declare this cost basically under three free cost categories either so it all depends what is at stake what is the what is covered by this incline consumption against payment if we speak about the segment of a personnel against payment you have a specific um budget cost category in the in in the in the budget table or in the financial statement for second person against payment if it concerns an equipment against payment it will have to declare a renting costs for equipment so in the equipment cost budget category and if it concerns something else for instance a good or service provided against payment you will declare it under this uh c3 budget category for purchase of those works and services and on these categories you will have of course the indirect cost flat rates that will be calculated automatically and will be will be will be counted but this is what you have to keep in mind there is no specific income consumption against payment article and this labeling has disappeared but the way you declare the cost besides it's still possible you have just to choose the right budget category as mentioned in this slide after this this focus on the third parties or participants involved in the action now it's time to focus a little bit uh on one key budget category and i think it's certainly the most important one in most of the project the one about personnel and before giving the floor afterwards to my colleague class i will just mention briefly with this slide that as you know already and it was the case for them 2020 you have we will have still different categories for personnel depending on the status of the relationship of the given person vis-a-vis a beneficiary so it could be either employees or people in the unemployment contract or or civil servant under an equivalent accounting hack or it can regard person under a direct contract or secondary person against payment i was just mentioning so category a2 and a3 or we will still also have this possibility to declare we will rely on the unit cost fixed by a commission decision to declare and valorize the personal cost of sme owner and natural person which are involved as beneficiary in the action so these will be the different budget categories for personnel you will see and under which you will have to to correctly declare your related personal cost depending on the status of the person so now i think it's time for for me to give the floor to my coding me class and then i will take over for for the last slide so because the floor is yours yes thank you julia um hello everybody as she has presented in the beginning we have now a commission right or corporate model grant agreement and as part of this commission-wide approach we have also as you are probably very well aware now introduced a horizontal method for calculating actual personal costs for employees so let's have a look at this first case that we have described in the previous slide the employees was a fixed salaries this is our commission-wide formula of course you still have specific editions like in the case of verizon project-based remuneration but this basic case formula will be valid across programs we have as a basis for this formula in our grant agreement our famous daily rate based on a division of 215 and as you know we have spent the last months drafting guidance on the practical implementation of this 215 daily rate through our annotated model grant agreement this has been recently published as you probably know next slide please thank you so for the drafting of the agar we have very focusedly looked into how to simplify the approach for the application of this 215 element in practice meaning how do we apply these formulas for reporting periods that are more or less than a year how do we reduce the number of mandatory calculations how can we reduce the number of specific calculations needed and how do we avoid over declaration of days which could also be a case of prohibition of double funding if you work in multiple actions we came up and that you can see in our recently published new version of the draft arga with a single approach that works over any period of months be it the full calendar year be it a three month edition be at the usual 18 months reporting period in all of these cases we will work with a consistent pro rata of the 215 we will use a single calculation for reporting period now this is probably the the most important simplification and change whether we the previous draft version we have considered that we as granting authority actually do not need to you to require to do this calculation for each calendar year within the 80 months reporting period which can rather very easily be already three different calculations plus extra cases changes of circumstances so we have slashed the number of uh mandatory calculations considerably to usually a single calculation per reporting period then we have come up to put all of this in a single formula that integrates all horizontal cases and uh we have limited the declarable day equivalence to again the paratha of 215 that will stay always in proportion to the reporting period now so for uh to a for a full year reporting period you will have the 215 and for 18 months you will have a provider of the 215 uh so for 18 months we may have 222.5 declarable day equivalence so we always stay consistently within the logic of the parata of 215 over any and all situations that you encounter during your action could we go one slide further yes so the result of all of this is our single formula here that is an approach that we believe covers most of the situations encountered by beneficiaries in our actions the personal cost will be calculated by the day equilibrium day equivalence times the daily rate as is the element in our grant agreement you can declare day equivalence up to the parata of 215 during your reporting period and divide this and multiply this by the daily rate which is again divided by the maximum declarable day ah so also here we have introduced a common factor also we always work everywhere with a paratha of 215 which results in this maximum declarable day equivalence one slide further please the calculation of the day equivalence which is i think the the major addition to the new arga version is relatively straightforward we use our consistent parata of 215 which you see everywhere now you multiply it by the number of months within the reporting period be it three be it eighteen year twelve and that you multiply again with the working time factor be it one for full time or 0.5 for 50 part time with this single formula you can address as we believe most of the situations that you would encounter quite easily and the same number will be your basis for calculating the amount of the daily rate next slide please just uh to show you by way of example how we apply it in the case where we have a reporting period from the first of january 2022 to end of march 23 where we have an accelerated employee working in full time in 22 and then changing to part time for the last three months you would very simply again calculate for the full time work part your pro rata of 215 multiply it by the number of months which would be 12 months in full time multiplied by the working time factor which is one for full time 215 so that is our basic standard element and the same you do for the three months in part time you have our consistent paratha that we use everywhere now times under number of months which is three times the working time factor for 50 part time is 0.5 also for your reporting period from the first of january to end of march the following year you could declare up to 242 maximum day equivalence that you also use to as a denominator for your calculation of the daily rate meaning that after declaring 242 the equivalence and that period you would have reached your complete potential incurable personal cost for this person and that's it do your next slide and i'm giving back to you with that one so for this one just give me one second that's it so here it's all about um record keeping so what you have to keep to justify your number of day equivalent for a given person spent on the action implementation so here two possibilities basically either you sign a monthly declaration and there is a commission template available for that uh so it's um it contains minimum requirements it's uh it's not so much items there in but it's still something that shows enough information and reliable information uh regarding the equivalent spent by a given individual on the given months injection implementation so you can use this monthly declaration you can use this template if you wish so or if you have already something in place a time recording system in place you want to keep it a really reliable one you can of course keep it you can of course continue with it be it something on paper be something computer-based uh doesn't matter you can of course continue with with what you have if it is um reliable and and and it works for you so no no obligation to switch and use this month's declaration only if you wish so this is something available offered to you beneficiaries um continuing now with one specific specific aspect in personal costs for us on europe so i know time is running so i will try to be very brief there will be one just one slide on that that's just to say that we have a different calculation of the cost for the specific case of people receiving a so-called project-based remuneration so what is a project-based elimination it is um it reflects the remuneration practices of a legal entity where basically you give to your personnel a supplementary payment because this is a triggering event that justify the supplementary payment this person works in a project you have an example on the left side of the slides for instance you give a bonus or you you sign a new contract with your higher salary level when this person is working is involved in a in a project and basically what we have in place is um is a is a sailing is a capping approach so to say that uh your project-based remuneration what you pay for portuguese revolution to someone will be eligible help to the remuneration to the project-based remuneration that this person this individual would have received for work in research and innovation project funded by your national scheme and this is what we call the national project daily rate basically and this is the right part of the slide we ask you to calculate your action daily rate and to compare it with the so-called theoretical national project day rate and you have to take the lower of the two and then you declare accordingly your your personal cost for the face i insist on that for the specific case of people receiving a project based remuneration so note not the general case just mentioned and presented by uh by any class so this is um specific steps specific calculation you have to do and we will we will we will of course capture here what is and reflect here what has been put in the your horizon europe basic actor this specific rules what you have in the content agreement is fully reflected what is in the horizon europe basic act about project-based remediation so just one last thing to mention where you define in general your national project day rate so the amount uh project based on assurance you are giving to people when they work in research innovation projects funding bio national schemes it's either something mentioned in regulatory requirements so could be the national law could be your collective labor agreement or maybe you have something you have written internal remuneration rules so endorse in your institution and speaking about this project-based remuneration maybe it's not called project-based remuneration it's not a it's not an issue if the concept and what is covered by these return or elimination rules is what i just explained it's fully fined for us the labeling does not matter but you you have to to have something if you have absolutely nothing i will not explain now today that you can go to the agar which is published even we will have a so-called fallback option for people institutions who have nothing in international law nothing in their written internal regulation rules or things which are not based on objective conditions there is still a possibility to calculate the national project daily rate so we try to cover all possible cases [Music] to keep it short so this is what it is and this is how you will have to declare this project-based generation related personal cost if you have any in your institution now finishing on um something also important to mention the certificate and financial statement so here things to uh to have in mind is basically we will continue with the fact that we will ask this only at the payment of the balance so in terms of of of justification this will be due only at payment of the balance so already the case is on 2020. um but the basis for calculation and the threshold triggering the obligation to submit this so-called cfs will be a bit higher and the basis will be all will be the requested view contribution calculated on all costs so not only on the actual cost and you need cost based on your actual accounting practices as it was the case in horizon 2020 so uh bear this in mind this information this threshold and these basis for calculation and when you have to submit it so at the end of the action at the last reporting period this is something mentioned for instance in the datasheet when i was speaking about that at the beginning of my presentation this is a kind of key information which is also reflected and mentioned in the in your first pages of your modern technique one thing to have in mind without entering the details uh four beneficiaries with a so-called system and process audit a spa without entering to the details if after this forward it if you prefer to keep it short your request for it and then the auditors grant it if they grant it and they they go on the spot they discuss with you and then they realized this for all system and processed audit and you got and you get a low risk classification it will come with benefits and the benefits will be as follows either it will reduce let's say the foreigners of of any exposed study that you may you may you may encounter or it will increase and it will increase in any case the threshold for submitting your your cfs so basically you see if you increase the threshold normally the result the positive result because you get the slowest classification is for the rest of the action or certainly a lot of action you will continue to to to apply whereas on europe you will not have to submit a cfs because by increasing this quite significantly the threshold normally you you will be exempted in a larger number of cases so this is a positive benefit you can get notably with this this spa and loris classification just to conclude now this is my last slide of course i'm pretty sure you know this place or the fending antenna portal but just to to to tell you that uh everything is there that i believe is so-called reference documents so if you are looking for more information and what is exactly written in this model grant agreement or in the template uh before application etc for instance go to this page of course selection of the horizon europe program and then click on the plus button and you will it will expand all the available document and then you you can have a look and i think it's really the place the place to go if you want to see exactly how things have been written and displayed so this will be my last word of advice and now it concludes this this presentation so thank you very much i think it is nice so i hope i'm back yes looks like this so as i said this was not a live presentation but a recorded video but we have the colleagues from the legal unit with us now in order to reply to some more questions it is already 12 45 we had planned to finish here but i suggest we take another 15 minutes to go at least to the most popular questions on that legal and financial part so i start with the first one that is easy to reply will the presentation be made available it is actually available now you just have to refresh your browser content on the event page and then you can find the slides next question h2020 beneficiaries may submit a cfs per period or one single cfs at the end if the partial cfs cost is similar to one single cfs does this still apply in horizon europe julia i guess you can reply i cannot hear you for the moment but we will certainly continue with this approach because it makes sense um actually what we want is to to continue with having a final payment uh submission of a cfs so the idea of economy or or some function management is is the same besides basically if you have already do a sort of interim cfs uh if the world costs in the end with these two interim cfs you have done already are the same as if you would have done one single cfs at the end that would be fine so we will certainly continue with this approach foreign europe it makes sense because the rules are actually the same okay thank you next question can organizations from member states or associated countries that do not want european funding be included as beneficiary so i think we replied to this before the simply reply is yes they can and this is the concept of the so-called beneficiaries not requesting funding so organizations that are actually eligible for funding but do not request funding maybe isabel and julia you want to complement this reply i think it's a complete okay thank you so we go to the next part um where can we find an additional explanation about using average personnel costs as unit costs can we just choose it as an option without approval from the european commission so if i yes i may take this one yeah so you can find explanations out actually in the model grant agreement under the article 62 a1 right at the end of the article you have there the provisions on the average personal costs you can apply them without uh pre-information you report these costs in the financial statement in a different uh sell as actual cost you have a specific cell under personal cost for unit cost based on average personal costs and there are of course conditions to uh to apply them so you need to look that in advance that it is your usual accounting practices to have an average rate uh in your that's the way you you calculate your personal costs and your usual cost accounting practices and you apply them consistently based on objective criteria depending on the on the source of eu funding these are the main conditions thank you next one can you explain in greater depth the joint and several liability of affiliated entities when it is requested is it often or not what impact does it have who wants to take it julia yeah i can i can give it a try and isabel you can compliment me of course it will be requested basically if um the beneficiary to whom you are link is um is seen as having a weak financial capacity so that will be mostly mostly for that case um i cannot tell you how many times it has already happened or for instance if we take figures in horizon 2020 this side doesn't have the statistics with me but that will be the case where we will call on this on this joint and several liabilities so not every time but basically for very specific case where the structure or the financial capacity attached to the beneficiary to whom this effort entities link um imposes that we have further assurance and we we ask the fda entities to to to sign this joint and cellular liability form okay thank you next question do you have any documentation or advice to orientate the i guess you mean the help desk not the ipr app does and the project officer regarding a uk partner whose work package leader this partner may need to exit if eu funds do not arrive and then the whole project will be at risk we can unfortunately not reply to such individual cases we can just repeat the general rule meaning the united kingdom is a so-called to be associated country but we can currently not give any provision on the timing when an association would actually happen this means that in each individual project where uk partners are currently about to reach the grand signature state there has to be a case-by-case assessment and then the consortium together with the project officer have to take a decision on the further proceeding based on the options that we mentioned before i don't know legal colleagues do you want to complement to this no that's fine for us thanks peter next question in horizon europe is it compulsory for an affiliated entity to sign a declaration on honor if yes what is the process um but i think i will need the help of isabel uh your isabel isabel vergara in your unique peter uh i think it's not necessary for our future it's just applies for beneficiaries but here i have a doubt uh what is happening exactly at the grant agreement preparation stage so before we we go at the end of the process and and things are signed especially the accession four but only again by beneficiaries so i don't know isabel if you can just compliment me or even correct me maybe we can check and confirm but my understanding is that they do have to submit a declaration of honor but we will confirm and they can do it in their grand management line that they have to document but we we will come back to this okay next question not all researchers are in place at the proposal grant agreement preparation stage for example phd students postdocs are often hired later how to deal with this of course this happens and that's the normal situation and for this there is of course a possibility or even an obligation to report on on researchers entering the project and participating during the reporting so at each periodic reporting and also for the final report basically then all the other researchers that enter the project during the course of running have to be included okay next one associated partner linked to the beneficiary of the whole consortium who can decide which option to use what practical impact does it have um so in fact when we say for associated partners when we say link it means that there's going to be cooperation especi especially with the with the beneficiary if this if it is with the beneficiary or with the whole consortium uh one of the consequences and coming back to that there's no requirement for legal link uh in the same manner as what we require for an affiliated entity so it's rather cooperation uh the consequence is that the the beneficiary to which the associated partner will be linked formerly speaking in the grant agreement is responsible to pass on the obligations and to ensure that the asserted partner is in line with certain obligations in the grant agreement that were detailed in in the in the presentation uh if it's there's no beneficiary into the whole consortium so that this liability will be on the consortium and then from a practical point of view i understand that anything that had to be done in the funding and the portal will have to be done uh via the beneficiary if there's a link to the beneficiary or via the coordinator if the link is to the whole consortium okay thank you and next question how can affiliated entities gain access to the portal i think at the moment is only possible via the beneficiary with the affiliated entity yes this is actually the case so affiliate related entities by themselves do not have access to the portal next one do we only have to mention the productive days in the monthly declarations so not the holidays sick leave all those such days are in fact paid what about parental leave i am sure you have replies to this julian yeah so for the monthly declaration so if you want to use it and there is a template available on the participant portal so what you will have to report there is just the uh days spent on the action not other day so there is no notion of productive days or or whatsoever so really you report the days you have work on your action this given months in january in february etc then regarding parental leave it's an exception we have it can play a role if you prefer it's a way you calculate the daily rate so the other part of the formula because you can deduct this amount of parental leave of the fixed 215 days for for 12 months per year that we we have it's a it's an extra possibility so like this you actually increase your daily rate so we we compensate you via this calculation for um any cost you you still incur during this parenthood so but these are two different things first party is really the daily rate so you can deduct this parentally from the fixed number of um 215 days for a year and then when you report your day spent on the action or your daily equivalent using the monthly declaration it's only for the days you have work on the action nothing else and nothing less than nothing more thank you next one can an affiliated entity participate as a beneficiary or if the link with a beneficiary exists it is obliged to participate as an affiliated entity isabel yes so um first of all there to be to be able to participate as a beneficiary you have to be eligible for funding so that's something that has to be taken into consideration but then if we have two entities and both are eligible for funding and if they have an affiliation link between them they could still participate both of them as beneficiaries they don't have to be one as beneficiary and the other one as an affiliated entity is for them to see how they wish to organize it [Music] the way they work maybe as a side question also for my curiosity i assume in the same project they cannot participate both as affiliated entity and beneficiaries just when we have different projects isn't it indeed in one project one entity has only one role so if it's beneficiary it's only beneficial okay next one can you edit researchers table after signing the grant is that means
