One of my rich Chinese friends said he had to visit Quebec to get residents or a passport... Forgot which one... Then 20 more Chinese friends from China did the same. (FYI... They are all rich). Maybe they were doing this scheme I didn't know about. Fucking loopholes that drove up real estate and inflation is real.

No. Because Canada/Quebec are not enforcing it and because those are the rules we set. It’s not an advantage using the rules as set. It would be like telling a company to not claim a tax credit because it’s taking advantage. If the rules let them, they can do it.
‘We’ (Canadian) made the rules, we can change the rules. But we really can’t blame others for our lack of enforcement or not changing the rules.
If they want to come to Quebec, then they should live in Quebec. It makes sense. Why do they have a problem staying there?
