So, there's nothing really to rectify here. This is an actual thing, an example of something called Heron's Fountain. It doesn't run forever; in this case it will run until the horizontal bottle is full or the vertical bottle is empty, whichever comes first. It is "powered" by the difference in height between the water in the tank, and the water in the bottle.

Water flows down from the tank into the horizontal bottle. This pushes air out, into the second bottle. Water is pushed out the second bottle out the open spout, back into the tank.

Looks cool for a bit, but then you have to empty and refill the first and second bottles respectively.

Edit: I missed where this was being advertised as a "Free Energy" device. So yeah, that's incorrect. This stops working when the water has moved from one bottle to the other.
