Both of Cotton's adult children are Hank looking. It's assumed that they probably will grow up to look like that but look like Bobby/G.H. as kids.
As well we tend to see old men kinda look like babies the older they get. It doesn't help that he lost his shins and is shorter, looking more rounded because of it.
This seems more like a filler theory than a substantial one.
