That's a good judge.
Judge Caprio has been doing this for decades. Every time I watch he does something like this, he'll talk to someone about how minor their traffic violation is compared to the real issues like what they were doing out drinking at that hour when they're supposed to be getting their life together, or talking to them about how the last time they were in his court room they said they were going back to school and now they've apparently given up.
He always ends up giving them another chance or a reduced ticket (often reduced to 0) in exchange for their promise that they'll try to improve themselves. Sometimes he hams it up a little bit, thinks he's Judge Judy haha, but it's all in good fun and he's awesome. He's one of the good ones.
I've watched about 10 videos now from his courtroom. That dude is fair and awesome.
In one video a guy who ran a red light comes in with the argument "There were mad lights, it was confusing". Now, I suspect in most cases the judge would say he doesn't care and the fine is passed. This judge, however, pulls up a video looks at the lights, and agrees that it is confusing. Judge blames the city and dismisses the fine.

Holy shit, Caught in Providence on Reddit? I used to watch this with friends in high school as a joke. Frank Caprio is a good dude though, some of the people he puts up with in the courtroom are just ridiculous.
He's super lenient with people who are respectful, and if you just straight shoot it he'll let you off usually with court fees drop it completely.
My favorite incident was some woman with a thick Rhode Island accent who went up to the stand all smiley, and Frank said something along the lines of, "You're going to get off (moving violation) on a good driving record, any reason to come to court?" And she replied "Yeah I love this show, always wanted to be on it" and then shouted out her family.
We were bored kids for sure.
