tl;dw: the arrows with modern materials launched from modern compound bow can penetrate weaker armor (bodkin point would penetrate chain better than broadhead and especially field tip - WHICH'S WHOLE POINT IS TO NOT GET LODGED IN - vs kevlar), but they all only deal superficial damage due to getting stuck.
A bullet that can penetrate would go on to deal merry hell behind the armor due to lacking shaft and other things that can get squeezed to stop it; it's one of the reasons for the very anecdotal "modern soldiers don't wear ballistic vest backplates" thing as a bullet penetrating you entirely is much better than a bullet, having lost energy in you, bouncing from the inner side of the backplate and turning your organs to mush.
thats all well and good until you get an arrow through the bicep
So what's your conclusions?
A projectile doesnt have to penetrate your armor to damage you...
