The driver of that Tacoma: Conan.
This is mostly the fault of the lead camera car. Jay needs to be behind the camera car for the shot, and the camera car should have waited for a gap big enough for both of them.
They should probably fix the turn signal first before working on the resonator.
I watch this show all the time and I've noticed something. Jay's lane control is for shit. If he was straddling the line, that would be one thing, maybe it was an important car. He doesn't straddle through, he swerves. He swerves a lot. It's enough to make me nervous sometimes, and that's in the edited content.
Also, fuck. He needs to speak at one level. I always have to crank up the volume for him, then someone else talks and I'm turning it down again.

That car honking was Jay waving to the guy in the red car.
Edit: And if anything the Tacoma was part of the filming team holding traffic back. Notice how slow the Tacoma is driving compared to the BMW.
Conan must be in that Tacoma...sigh
