Liberty Tweaks is a quality of life modding
project for Grand Theft Auto IV. Me and ItsClonkAndre began this project in attempt
to make one of the most faithful mods available. Today we're gonna do a quick rundown as
to what this highly customizable project... Does so far. First of all:
You can toggle your hud. "HOLY SHIT!"
(Unreal Tournament Announcer) The combat in this game is
pretty underwhelming sometimes. For one, the guns sounds are amazing. Whoever, the guns themselves, don't feel like it. In my opinion, they lack the punch the sounds have. And so, we implemented an immersive recoil feature. This is a purely visual effect and each weapon category
will vary in terms of how much recoil is felt. Also, the recoil is randomized within a certain range.
Which makes it feel even more authentic. In the normal game, the reloading animations
are a bit weird as nothing actually happens. Niko just kinda moves his arms around. But now you will see magazines thrown away, then inserted. And the same goes for shotgun shells. And then even rockets. And a rather fitting addition to this is now when you reload,
the rest of the ammo in the magazine is also removed. Meaning the player will need to be much
more cautious with the actual reload. Just these few features make the gameplay feel
more immersive, tense and up-to-date. But unfortunately the combat has always lacked any sort of difficulty. The AI is just pretty damn dumb. In a city filled with gangsters and police,
who should have at least some experience in gunplay.. They don't really act like it. So there are two sides of interest we can take advantage of:
Firerates and accuracy. We've buffed up both of these for all pedestrians. And this of course results in the player being shot far more often. However, a lot of things in this mod are configurable, and thus
you can make it harder or easier than the regular game. Another reason why I did this is because in the normal game,
you notice NPCs will do this weird thing where they just stop shooting for a while. And that's related to the fire rates. And so, when this is buffed up not only are things harder
but it also feels more realistic. And with the increase in difficulty, we're gonna need to balance some things. In the regular game when you're low on health,
the bar will turn red and begin to flash. This is honestly such a genius way to add a sort
of heartbeat effect without going over the top. But anyway, i wanted to make it tell the player a bit more too. And so, whenever this effect is happening.
The player will begin to regenerate health until it's gone. Which is at about 25%. GTA IV has a pretty lame police system. While they try to do something, it just feels a bit lacking. In the regular game,
you can always hide from the police. However you will never lose them
until you're out of that bubble. But now, you can. Like here, I have a six star wanted level. I ran into an alleway to hide, and you
can even see two helicopters pass over. But since nobody saw me,
I go down to 5 stars after waiting a while. So, it's not too overpowered. And for even more difficulty,
all police will armor equipped above 4 stars. This may sound minor, but think of it as this: Each typical police officer essentially has
double the health in the higher star levels. Which makes sound very similar to NOOSE.
But we'll get to them shortly. An odd inconsistency with the game is the cops always use pump shotguns
while in the little cruisers you can just grab a combat shotgun. Which is of course much better. So now, all police will use the combat shotgun instead. Alongside that, the NOOSE are even more of a threat now. Basically when you're above 4 stars all cops will have armor
but if you headshot them, well, it kinda just negates it all. Which in my opinion makes the
NOOSE and the cops far too similar. And so now, you can no longer ragdoll or headshot
NOOSE whenever they have armor equipped. You can also gain stars if you're walking
around with a weapon equipped. It was always a bit odd to walk around before
and have only the pedestrians run away. And that's enough about the police. Saving in this game can be kinda of a pain in the ass. It basically saves after missions or if it's bed time. This can be pretty annoying if you go and and grab some collectibles,
or just weapons and you wanna close the game immediately after. But now you can quicksave. With a single key you can either do a simple quicksave. Or you have the option to select your saves instead. This will even save your location. The game will also now autosave whenever you grab a collectible. Which is actually a feature implemented from Gillian,
another creator from the community. And that's when I'm gonna mention that this project is completely open source and you can always chime your own ideas and improvements wherever you see fit. Anyway, let's head back to combat for a little while. There's now more voice lines and voice line
activity throughout combat scenarios. Like when shooting. There's also more dialogue
when you're picking up itens. And when you're falling. One major annoyance in this game is the fact
you cannot move around when using a sniper. Even though it wasn't like this in previous titles. But now this is fixed, so you may move around whenever you're zoomed in. Whenever you die, you will lose all of your weapons. Of course, you can disable this feature as some people may find it annoying. Now, I glanced over before but everything
in this project is highly customizable. From the amount of recoil pistols have,
to pedestrian accuracy, to even field of view. You can configure everything to your preference. But anyway, look at this hospital. It's one of the coolest in the game just because of this back area. And the area it's in, is of one the prettiest spots in the game. However, you could never respawn here for some reason. But now you will, how epic. Now let's end off with two of the most immersion breaking things in the game. Whenever you're stopped in a vehicle, your brake lights should be on. But this isn't happening in any of the GTA games so far But now, it will. And it looks specially good in a lot of the
Ballad of Gay Tony vehicles like this one here. Which is called the Bullet GT. And here is the F620. Which also looks pretty nice in my opinion. But you may also notice something else happening here. Which leads me to my next point. Which is Overtaking. If you don't know what it mean, whenever you're stopped, say at a red light
or stop sign, pedestrians will immediately try to drive around you. Now of course, most players don't follow the law in this game. But during missions such as the tailing missions,
this can be pretty aggravating. But this is now fixed. And that's all I'm gonna cover for now. There are dozens of ever features available. And you can check the download page to view a full list.
